Home Affairs Ministry Pushes for Waste-to-Energy Integration with ASRI and PSEL

The Ministry of Home Affairs is encouraging regional governments to integrate the Indonesia ASRI (Safe, Healthy, Clean, Beautiful) movement with Waste-to-Energy (PSEL) technology. This integration aims to build a modern and sustainable waste management system.

Director General of Regional Administration Development at the Ministry, Safrizal ZA, stated that waste management is one of the main challenges of urban development. For him, the smart city concept is not merely about digitalisation but also about solving problems through technology and innovation.

“Smart City is not just digitalisation, but how technology and innovation are used to improve the quality of life for the community,” Safrizal said on Thursday (14/8/2026).

Safrizal insisted that waste management must be carried out in an integrated manner from upstream to downstream. On the upstream side, the ASRI movement encourages changes in community behaviour through waste reduction, reuse, recycling, and sorting at the source.

Meanwhile, on the downstream side, waste that can no longer be utilised can be processed using technologies such as PSEL, thereby reducing the burden on final processing sites.

“From ASRI upstream to PSEL and processing technology downstream, everything must become one ecosystem,” he stated.

According to Safrizal, PSEL is not a replacement for the entire waste management system but rather one part of an integrated waste ecosystem. He noted that the successful implementation of PSEL requires readiness from regional governments, covering institutional aspects, regulation, land availability, infrastructure, and certainty of waste supply according to technological needs.

“Preparations must be made from now. Preparation is not enough in just one year,” he said.
