Home Affairs Ministry Protocol Unit Strengthens Cross-Institutional Collaboration and Professionalism
The Ministry of Home Affairs (Kemendagri) Protocol Unit is continuing to strengthen collaboration and professionalism among national protocol officers. This effort was highlighted during the 2026 National Coordination Meeting (Rakornas) on Protocol, held at the Yuan Garden Hotel, Jakarta, on Tuesday (11/8/2026).
Carrying the theme “Strengthening Cross-Institutional Protocol Collaboration in the Dynamics of Assignments and Human Resource Development for Protocol Personnel to Realise Professional, Adaptive, and Collaborative Task Execution”, the Rakornas served as a forum to discuss the evolving challenges of protocol duties.
Firdaus, Chairman of the Rakornas Committee and Head of the Protocol Section at Kemendagri, explained in his report several key issues of concern, ranging from the increasingly complex dynamics of protocol assignments and the need to strengthen human resource (HR) competencies, to the importance of standardising protocol implementation.
In line with this, the Acting Head of the Human Resources Development Agency (BPSDM) at Kemendagri, Andi Ony, encouraged the strengthening of the implementation of Minister of Home Affairs Regulation (Permendagri) Number 16 of 2024 concerning Protocol Guidelines within the Ministry of Home Affairs and Regional Governments. This is considered important so that protocol guidance in the regions is increasingly aligned with the needs of government administration.
Beyond strengthening regulations, Andi Ony stressed the importance of improving HR quality as a foundation for protocol professionalism. According to him, experience alone is insufficient to face the increasingly diverse dynamics of assignments.
“We need protocol personnel who not only have experience but also competence, integrity, communication skills, composure in facing situations, and the ability to make decisions quickly and accurately,” said Andi Ony while closing the Rakornas.
Therefore, he encouraged professional development through education, training, and certification, including through the National Professional Certification Agency (BNSP). This step is expected to strengthen competency standards as well as provide professional recognition for protocol personnel.
Not only in terms of individual competence, but strengthening networks among protocol personnel across institutions is also considered important. This joint platform can serve as a space to build communication, exchange experiences and knowledge, while strengthening professional networks. Moreover, current protocol challenges cannot be solved individually.
Andi Ony underlined that future assignments in the protocol field will become increasingly complex amidst rapid changes. This condition demands that protocol officers continuously enhance their capacity and be able to adapt to various situations.
