Home Affairs Ministry Launches Monitoring Tool for Local Governments' International Cooperation
The Ministry of Home Affairs (Kemendagri) has officially launched a monitoring and evaluation (Monev) instrument for local governments’ international cooperation. The instrument is expected to guide regions in ensuring international cooperation is more focused and delivers tangible benefits for communities.
Ministry of Home Affairs Secretary-General Tomsi Tohir stated that achieving President Prabowo Subianto’s vision for Golden Indonesia 2045 cannot be done alone. This requires the involvement of various parties, including international cooperation, which plays a crucial role in enhancing the nation’s dignity.
Tomsi explained that while local governments have engaged in numerous international partnerships, their success has been difficult to measure due to the lack of a standard evaluation tool. Today’s launch is a significant step towards establishing clear standards for international cooperation at the regional level.
“Utilise this instrument effectively, understand it thoroughly, and communicate it well. Why? So that each region can implement it properly,” Tomsi said during his keynote speech at the Launch Forum for the Monitoring and Evaluation Instrument for Local Governments’ International Cooperation at Hotel Harris Vertu Harmoni in Jakarta on Monday, 25 May 2026.
Tomsi also highlighted existing obstacles in local governments’ international cooperation, including administrative issues, human resources, regulations, and funding.
He added that the instrument is expected to guide regions in understanding the success factors of cooperation, as well as serve as a platform for inter-regional learning to develop their respective potentials.
“Many donor agencies and countries wish to engage and communicate with us, but the process remains unclear [hence the need for this instrument],” he added.
At the same event, Tomsi revealed that many international cooperation projects often remain ceremonial, with some foreign aid producing only administrative documents without direct community impact—a situation he stressed needs to change.
