Governance transformation will only succeed if supported by a competitive, adaptive, innovative apparatus with global competitiveness, according to officials.

Jakarta (ANTARA) - The Ministry of Home Affairs has committed to enhancing the competence of civil servants by expanding access to overseas training and scholarships for ASN within the ministry and regional governments.

The commitment was realised through a Workshop on Overseas Training and Scholarships for Civil Servants within the Ministry of Home Affairs and regional governments, organised by the ministry’s Cooperation Facilitation Centre (Fasker) in Jakarta on Wednesday (29 July).

Bahtra Banong, Deputy Chair of Commission II of the Indonesian House of Representatives (DPR RI), said that building the capacity of the civil service is one of the foundations for achieving Golden Indonesia 2045.

“Governance transformation will only succeed if supported by an apparatus that is competitive, adaptive, innovative and globally competitive,” he said in a statement received in Jakarta on Thursday.

Bahtra delivered the remarks during a discussion session themed “Strengthening the Capacity of the Apparatus through Overseas Training and Scholarships in Support of Professional and Globally Competitive Governance” at Sasana Bhakti Praja, the Ministry of Home Affairs office.

With adequate capacity, civil servants are expected to become drivers of the bureaucracy in delivering quality public services while supporting sustainable development.

Bahtra explained that Law No. 20 of 2023 on the Civil Service provides room for every ASN to develop competence through various schemes, such as training, seminars, discussions, study assignments, short courses, overseas scholarship programmes, internships, fellowships and staff exchanges.

“Civil servants who study abroad are expected to return as agents of change, bringing best practices to strengthen the quality of policy, governance and public services in Indonesia,” he said.

On the occasion, he also affirmed Commission II of the DPR RI’s support for the ministry’s efforts to expand access to education and training for the apparatus, including through overseas scholarship programmes.

According to Bahtra, developing the competence of the civil service is a long-term investment in building a professional, adaptive bureaucracy capable of competing globally.
