Home Affairs Ministry Ensures 2025 IPKD Measurement Results Reflect Real Regional Conditions
The Agency for Domestic Policy Strategy (BSKDN) of the Ministry of Home Affairs (Kemendagri) has completed the validation of the Regional Financial Management Index (IPKD) measurement results for the 2024 Fiscal Year, measured in 2025. The results confirm that the IPKD measurement aligns with the factual conditions of regional financial management and can be accounted for as a national evaluation instrument for financial governance.
The validation, which took place virtually from 17 to 19 June 2026, involved 10 independent validators comprising five academics and five senior journalists from national media. A total of 64 top-performing regional governments (Pemda) also participated in the validation process, consisting of 14 provinces, 33 regencies, and 17 cities representing six regions across Indonesia.
Head of BSKDN Kemendagri, Yusharto Huntoyungo, stated that the involvement of external parties is a crucial step to ensure the objectivity and credibility of the IPKD measurement results. The validation results, which involved academics and media, prove that the IPKD measurement is not merely an administrative figure but a real representation of regional financial management conditions. “The involvement of these independent external parties strengthens the objectivity, credibility, and accountability of the IPKD as a national evaluation instrument,” Yusharto said in a written statement on Wednesday (24/6/2026).
Yusharto further explained that the validation was conducted not only to test the conformity of data and supporting documents but also to obtain a more comprehensive picture of the actual conditions of regional financial management. This includes the commitment of regional heads to improving the quality of financial governance. During the process, each region presented its commitment and achievements in financial management, which were then verified through supporting documents, evidence, and direct dialogue between the validators and the regional governments.
Of the 64 regions that participated in the validation, 38 were directly attended by the regional head or deputy regional head, while the remaining 26 were represented by regional secretaries, assistants, or other regional officials. The presence of the regional heads is seen as reflecting a high level of commitment to improving financial governance.
Meanwhile, Head of the Centre for Development Policy Strategy, Regional Finance, and Villages at BSKDN Kemendagri, Rochayati Basra, emphasised that the validation is not merely an administrative process but a quality assurance mechanism for the IPKD measurement results. “This validation by academics and media is not just a formality, but a quality assurance mechanism so that the IPKD truly reflects the real conditions of regional financial management, not just the completeness of administrative documents. The presence of 38 regional heads directly in the validation process shows that the issue of regional financial management has now become a serious concern at the highest policy-making level in the regions,” she concluded.
The academic validators involved came from various universities, including Universitas Gadjah Mada, Universitas Sebelas Maret, Universitas Halu Oleo, Universitas Andalas, and Universitas Lampung. Meanwhile, the media validators came from Kompas TV, Metro TV, Detikcom, and Tempo Inti Media.
