Home Affairs Ministry Deploys Assistance Teams for Presidential Aid Utilisation in NTT
The Ministry of Home Affairs (Kemendagri) has deployed five field teams to assist with the utilisation of Presidential Aid for communities affected by the earthquake in East Nusa Tenggara (NTT). The move is intended to ensure the aid is promptly utilised while being managed accountably and transparently. The establishment of the teams is set out in Minister of Home Affairs Decree Number 900.1.11/4923/IJ.
The deployment follows the ministry’s earlier assignment of a team from the Directorate General of Population and Civil Registration to help affected residents manage their civil administration documents.
Acting Inspector General of the Ministry of Home Affairs Bachril Bakri said the field assignment was in line with the minister’s direction and Circular Letter Number 900.1.14.1/6014/SJ concerning financial assistance to the NTT provincial government and regencies/municipalities in the region for handling communities affected by natural disasters.
Bachril explained that the Presidential Aid already disbursed includes Rp 40 billion for the NTT provincial government and Rp 20 billion for each of eight affected regencies. The funds are prioritised for emergency response needs such as food, clothing, health, psychosocial support, temporary shelters or tents, and repairs to basic facilities and infrastructure. Post-disaster needs such as repairs to schools, community health centres and roads will be mapped separately.
He urged regional governments to immediately recognise the funds that have entered their Regional General Cash Accounts as regional revenue and to allocate them through Unforeseen Expenditure. To accelerate disbursement in emergency conditions, regional governments may use direct charging mechanisms in accordance with regulations.
‘It was stressed that the funds must not be withheld, misused or corrupted, so strict oversight is being carried out by the Government Internal Supervisory Apparatus and the accompanying teams, and most importantly they must be used immediately,’ he said in a written statement on Wednesday (26/8/2026).
The remarks were made during an online coordination meeting on preparations for monitoring and evaluating the Presidential Aid held on Tuesday (25/8/2026).
The five field teams, comprising Government Internal Supervisory Apparatus personnel from the Inspectorate General and the Directorate General of Regional Financial Development, are coordinated by a Special Inspector. The teams are tasked with providing supervision, facilitating budget administration, accelerating regional budget amendments or elaborations, helping resolve obstacles in the Regional Government Information System, providing technical guidance on emergency procurement, and safeguarding the accountability of aid disbursement.
Bachril stressed that regional governments must prioritise the urgent needs of the community, including food, health, temporary housing, sanitation and repairs to public facilities.
‘The Ministry of Home Affairs will continue to oversee compliance with procedures for disbursing financial assistance for natural disaster response and ensure accountability and transparency so that the President’s support is immediately felt by affected communities,’ he concluded.
