Home Affairs Ministry Awards Java-Bali Regional Governments, Here Are the Winners
The Ministry of Home Affairs (Kemendagri) has once again recognised high-performing regional governments through the 2026 Regional Government Achievement Awards, Batch II for the Java-Bali region.
In his remarks, Minister of Home Affairs Muhammad Tito Karnavian said the awards are part of efforts to encourage regional governments to continue improving performance and delivering innovations for the public.
He explained that the awards programme was previously carried out in Batch I with a number of assessment categories. The assessment categories in Batch II include implementation of the 3 Million Houses Programme, access to and quality of healthcare services, public access to education services, and waste management and a green environment.
Entering Batch II, the ministry has expanded the scope of assessment categories by involving relevant ministries. One of these is the Ministry of Housing and Residential Areas (PKP), which has given attention to the housing sector.
Tito explained that the housing sector is a key government priority given the still substantial housing backlog. Regional governments are considered to have a strategic role in creating an ecosystem that supports housing development, including through streamlined permitting and support for developers.
“Because the state budget and regional budgets will never be able to resolve the backlog of 30 million people who do not own a home or live in substandard housing. The government can only provide stimulus, but the biggest push must come from entrepreneurs,” Tito said in his statement on Saturday (29/8/2026).
Tito made the remarks at the event held at the Bali Nusa Dua Convention Center, Badung Regency, Bali, on Friday (28/8).
In addition to the housing sector, Batch II also focused on health, education, and environmental cleanliness. The assessments were directed at examining the extent to which regional governments are able to deliver basic services and improve the quality of life for their communities.
He stressed that the awards are not merely about the recognition received, but serve as a means to provide motivation while showcasing good practices carried out by various regions.
“Congratulations to colleagues who received awards, and for those who were not fortunate this time, there is still Batch III, which will hopefully motivate everyone to work even harder,” he said.
According to him, the awards also demonstrate that many regional heads possess innovation, creativity, and commitment in working for the public interest.
“Many are excellent, many are intelligent, many are creative and truly work for the people, and we have proven this with today’s event,” he explained.
The winners of the 3 Million Houses Programme Implementation category at the provincial level are West Java Province and Banten Province. At the regency level, the winners are Banyuwangi Regency, Kuningan Regency, and Madiun Regency. At the city level, the winners are Bogor City, Surabaya City, and Cilegon City.
For the Access to and Quality of Healthcare Services category at the provincial level, the winners are Bali Province and DKI Jakarta Province. At the regency level, the winners are Rembang Regency, Bantul Regency, and Klungkung Regency. At the city level, the winners are Mojokerto City, Tegal City, and Surabaya City.
For the Public Access to Education Services category at the provincial level, the winners are the Special Region of Yogyakarta and Bali Province. At the regency level, the winners are Ponorogo Regency, Kulon Progo Regency, and Magetan Regency. At the city level, the winners are Salatiga City, Blitar City, and Madiun City.
For the Waste Management and Green Environment category at the provincial level, the winners are East Java Province and Central Java Province. At the regency level, the winners are Wonosobo Regency, Sidoarjo Regency, and Ciamis Regency. At the city level, the winners are Malang City, Blitar City, and Surabaya City.
Also in attendance were Vice Minister of Home Affairs Bima Arya Sugiarto, Vice Minister Akhmad Wiyagus, Secretary General of the Ministry of Home Affairs Tomsi Tohir, governors and regents/mayors from across Java and Bali, as well as other relevant officials.
