Home Affairs Ministry and Regional Governments Strengthen Verification for Red and White Village Cooperatives Programme
Deputy Minister of Home Affairs Bima Arya Sugiarto has outlined two main priorities for the ministry in supporting the Red and White Village/Sub-district Cooperatives Programme (KDKMP). This support is being delivered through strengthening the verification and validation process, as well as public communication.
Bima explained that the Ministry of Home Affairs will ensure the verification and validation process for KDKMP development results is carried out in a tiered and comprehensive manner. The process aims to ensure conformity between planning, physical conditions on the ground, and administrative completeness, so that the development results can be accounted for. The results of the verification and validation will subsequently serve as the basis for drafting the Official Handover Report (BAST) before the KDKMP buildings are handed over according to the applicable mechanism.
‘So we will push for this to ensure there is conformity between planning, physical conditions, and administration, Sir. That is the first point, so verification and validation are very important,’ Bima stated on Monday (20/7/2026). He made the remarks while representing the Minister of Home Affairs at a Limited Coordination Meeting on KDKMP concerning Government Infrastructure and Village Commodity Offtakers at the Coordinating Ministry for Food in Jakarta.
Furthermore, Bima explained that Regional Secretaries will act as coordinators for the implementation of verification and validation in the regions. Once the process is complete, the results will be reported to the regent or mayor, with copies to the governor and the Minister of Home Affairs, as part of the programme’s control and supervision mechanism. This role aligns with the Minister of Home Affairs’ Letter Number 500.3/10071/SJ dated 29 December 2025 concerning the Establishment of Regional Verification and Validation Teams.
Bima added that the Ministry of Home Affairs will strengthen public communication as a follow-up to the Minister’s directives from a previous limited meeting. He assessed that KDKMP projects that have passed the verification process and demonstrated good implementation need to be identified for widespread publication. According to him, this is important to serve as an example and encourage other regions to improve the quality of programme implementation. ‘These good practices are important for building a positive narrative regarding the KDKMP Programme,’ Bima explained. He expressed hope that this step will also increase public trust in the implementation of the KDKMP Programme as government infrastructure and an offtaker for village commodities.
The meeting was chaired by Coordinating Minister for Food Zulkifli Hasan and attended by Minister of Cooperatives Ferry Juliantono, Minister of Villages and Development of Disadvantaged Regions Yandri Susanto, Minister of State Apparatus Empowerment and Bureaucratic Reform Rini Widyantini, Deputy Minister of Marine Affairs and Fisheries Didit Herdiawan Ashaf, Deputy Minister of Energy and Mineral Resources Yuliot Tanjung, Deputy Minister of Health Benjamin Paulus Octavianus, and Deputy Minister of Agriculture Sudaryono, among other relevant officials.
