Home Affairs Minister Muhammad Tito Karnavian has instructed all regional heads and deputy heads to remain in their respective jurisdictions and stay on standby during the period from one week before to one week after Eid al-Fitr 1447 Hijri. The move is intended to ensure the smooth conduct of local government during the Lebaran holiday period.

The instruction was issued through Circular Letter (SE) of the Minister of Home Affairs No. 000.2.3/1171/SJ dated 8 March 2026 on Postponement of Travel Abroad during the Lebaran holiday 1447 Hijri. The SE is addressed to all governors as well as regents and mayors. In the SE, regional heads and deputy heads are asked to postpone overseas travel from 14 to 28 March 2026.

‘Though activities that are highly essential and whose implementation is directed by the President or for medical purposes are exempt,’ Tito clarified in a written statement on Sunday (8 March 2026).

Tito explained that the policy is intended to ensure regional governments remain focused on delivering a number of strategic agendas ahead of and during the Lebaran period.

There are several strategic steps requested of regional heads. First, to anticipate potential rises in security and safety risks during Eid al-Fitr and to strengthen coordination with the Regional Leadership Coordination Forum (Forkopimda). Second, to enhance readiness in support of the smooth flow of the Lebaran exodus (mudik).

Third, to monitor and control regional inflation. Fourth, to ensure readiness for hosting Eid al-Fitr 1447 Hijri celebrations.

Tito emphasised that the policy aims to ensure regional heads remain in their respective regions so they can respond swiftly to the diverse needs of the public during the Lebaran moment.

‘Thereafter, with regard to the recommendations for Official Overseas Travel (PDLN) or permission to travel abroad for important reasons that have been issued for the indicated departure dates, such travel should be cancelled or postponed/rescheduled,’ he explained.

The circular letter was also copied to the President of the Republic of Indonesia, the Coordinating Minister for Political, Legal and Security Affairs, the Minister/Secretary of State, the Minister of Foreign Affairs, the Minister of Immigration and Corrections, and the Secretary to the Cabinet.
