Home Affairs Minister Urges IPDN Graduates to Adapt in Serving Diverse Communities

Minister of Home Affairs Muhammad Tito Karnavian has asked graduates of the Institute of Home Affairs Governance (IPDN) to be able to adapt to the characteristics of their assigned regions and provide services to diverse communities as part of an effort to strengthen governance across Indonesia. Speaking at the Open Senate Session for the Graduation of the Applied Bachelor of Government Studies, Applied Master of Government Studies, Civil Service Professional Education, and Doctoral Programme for the 2025/2026 Academic Year at the IPDN Jatinangor Campus in Sumedang, West Java, on Sunday, Tito said the graduates will become part of the state civil apparatus (ASN) who play a crucial role in managing government administration effectively and efficiently. He noted that the challenge is even greater because Indonesia is the world’s largest archipelagic nation with a huge population and a high level of diversity, thus requiring ASNs who can understand the social conditions in each region. He explained that Indonesia’s diversity is also reflected in the different characteristics of its people. Referring to a sociologist’s view, Indonesia has four types of societies, namely informative society, industrial society, agricultural society, and pre-agricultural society, each of which requires a different governmental service approach. Therefore, Tito stressed that ASNs cannot apply the same service pattern in every region. The ability to adjust to community conditions is key to ensuring optimal public service. He also reminded the IPDN graduates to be ready for assignment across all regions of Indonesia without being selective about their placement. According to him, every ASN must be able to apply their knowledge of governance according to the characteristics of the community in their area of assignment. ‘You must be ready to adapt and apply your governance knowledge according to the highly varied conditions of society. Do not think you will only serve in Bandung or Jakarta,’ Tito said.
