Minister of Home Affairs Muhammad Tito Karnavian has emphasised that the quality of public services is one of the keys to a country’s ability to survive. He stated that all government apparatus, both at the central and regional levels, must continuously strengthen their service to the public. He appreciated the initiative of the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB) in launching the National Public Service Movement. According to him, the movement serves as a wake-up call for all government apparatus to reinforce their service delivery.

Tito explained that President Prabowo Subianto had previously stated that a country’s long-term survival is supported by three main variables: a strong military, solid police and intelligence agencies, and a civil service (ASN) capable of running the government effectively and efficiently. “In this context, we see that our event today is actually to strengthen the third variable, namely an effective and efficient civil service,” Tito said in a written statement on Friday (24/7/2026). He made these remarks at the launch of the National Public Service Movement at the KemenPAN-RB office in Jakarta.

He explained that building quality public services in Indonesia is not an easy task, as the country is an archipelago with a large and highly diverse population. Therefore, he stressed the importance of building a public service system that can shape the work culture of the apparatus. “In my opinion, besides integrity, the system must be built. If the system is built, people will turn around and change; they will follow the system,” he explained. On the other hand, he highlighted the importance of Public Service Malls (MPP) as an effort to provide various services in one location. Tito continues to encourage regional governments to build MPPs so that services to the public become easier, faster, and more transparent. The government is also currently striving to facilitate services through digital transformation.

According to him, the simplification of public services and digitalisation can increase locally generated revenue (PAD). He cited the success of several regions that managed to increase their PAD after simplifying tax and levy payment systems. “I respect this event, and I hope it does not become merely ceremonial, but that colleagues in the regions can truly interpret it, and that the public is the key for our country to survive,” he concluded. The event was also attended by Minister of State Apparatus Empowerment and Bureaucratic Reform Rini Widyantini, Presidential Chief of Staff Dudung Abdurachman, Head of the National Archives of the Republic of Indonesia Mego Pinandito, and Vice Chairperson of the Ombudsman of the Republic of Indonesia Rahmadi Indra Tektona, among other relevant officials. On the occasion, the Home Affairs Minister, the MenPAN-RB, and the Vice Chairperson of the Ombudsman signed a Joint Circular on the National Public Service Movement.
