Home Affairs Minister Tito Urges 16 Agencies to Immediately Execute Post-Disaster Programmes in Sumatra

Home Affairs Minister Muhammad Tito Karnavian has stated that 16 of the 32 ministries and agencies responsible for implementing the master plan for post-disaster rehabilitation and reconstruction in Sumatra have received their budget allocations. Consequently, Tito, who also serves as Chair of the Task Force for the Acceleration of Rehabilitation and Reconstruction (PRR) for Post-Disaster Sumatra, urged these 16 bodies to immediately execute their planned programmes. The statement was made during a government press conference on the Update of the Best Results Programme (PHTC)/Priority Programmes and the Acceleration of the Permanent Recovery Phase for Post-Disaster Sumatra at the Government Communication Office in Jakarta on Wednesday (5/8). The 16 ministries and agencies include the Meteorology, Climatology, and Geophysics Agency (BMKG), the Ministry of Primary and Secondary Education, the Ministry of Transportation, the Ministry of Housing and Residential Areas, the Ministry of Public Works, the Ministry of Marine Affairs and Fisheries, the Ministry of Health, the Ministry of Environment, the Ministry of Agriculture, the Ministry of Social Affairs, the Ministry of Creative Economy/Creative Economy Agency, the National Disaster Management Agency, Statistics Indonesia, the Ministry of Home Affairs, the Coordinating Ministry for Infrastructure and Regional Development, and the Ministry of State Apparatus Empowerment and Bureaucratic Reform. “I once again hope that the heads of ministries and agencies that have received their budget allocations will work quickly to execute the programmes,” Tito said. According to the master plan, the rehabilitation and reconstruction will take place from 2026 to 2028, requiring a budget of Rp100.1 trillion. The document was compiled by the Ministry of National Development Planning/Bappenas by gathering proposals from each affected region through the relevant ministries and agencies. Tito further revealed that he would provide a detailed list of the ministries’ and agencies’ programmes to the affected regional governments, allowing provinces and regencies/cities to adjust their own handling measures for areas not yet covered by the central government’s programmes. He has also proposed that the affected regions receive additional Transfer to Regions (TKD) funds in 2026 so they can carry out recovery efforts in parallel with the ministries and agencies. In the interim, he noted that regional support can be provided by utilising the additional Rp10.6 trillion in TKD funds already received by all regions in Aceh, North Sumatra, and West Sumatra. He reminded them that this budget must be used for disaster mitigation purposes. Furthermore, the regions have also received assistance from the President in the form of Unexpected Expenditure (BTT) totalling Rp268 billion. “So, if I may say, the small boat is the Rp10.6 trillion and the President’s assistance of Rp268 billion distributed to the regional governments. The large boat is from the ministries and agencies,” he explained. Tito added that ministries and agencies that have not yet received their proposed budget allocations should immediately coordinate with the Ministry of Finance, as the ministry has already prepared funds to support the rehabilitation and reconstruction, particularly for 2026. “Do not let it be that just because of a lack of supporting documents or administrative issues, the funds are not disbursed. The Minister of Finance has guaranteed this money; she has prepared it,” he stated.
