Minister of Home Affairs Muhammad Tito Karnavian and Minister of Housing and Settlements Maruarar Sirait signed a Joint Ministerial Decree (SKB) on Friday (19/6/2026) at the Home Affairs Ministry’s headquarters in Jakarta to accelerate the 3 Million Homes programme. The decree aims to strengthen the legal foundation for regional governments to support the provision of housing for low-income communities (MBR), a flagship initiative of President Prabowo Subianto.

Since the start of the administration, the Home Affairs Ministry, the Housing Ministry, and the Public Works Ministry have moved swiftly to prepare policies that make house prices more affordable for MBR, including the exemption of Building Approval (PBG) retribution and Land and Building Rights Acquisition Fees (BPHTB). The policy also adjusts the scope of MBR classification. Mendagri Tito Karnavian stated that the decision, implemented since 25 November 2024, aims to make it easier for people to obtain or build homes and for developers to construct houses for low-income groups at lower prices.

Through the SKB, the government has expanded the MBR classification by changing the previous two-zone system into four zones to better match beneficiary criteria with regional economic conditions. For example, in Zone 1, the income threshold for unmarried individuals has been raised from Rp7 million to Rp8.5 million, and for married couples from Rp8 million to Rp10 million. In Zone 4, covering Jakarta, Bogor, Depok, Tangerang, and Bekasi, the limits are set at Rp12 million for unmarried individuals and Rp14 million for married couples due to difficult and expensive land availability.

Mendagri also addressed the issue of domicile, which has often hindered people from accessing PBG and BPHTB exemptions. He cited the example of individuals working in Jakarta but purchasing homes in surrounding buffer cities like Bekasi, Tangerang, or Depok due to more affordable prices. The SKB clarifies that these facilities for MBR are not restricted by domicile based on local identity cards.
