Home Affairs Minister Strengthens Regional Head Guidance to Boost Integrity
Minister of Home Affairs Tito Karnavian has affirmed that the government is continuously strengthening guidance and evaluation for regional heads through collaboration with various institutions to enhance integrity and regional governance.
Speaking after the inauguration of praja graduates at the Institute of Home Affairs (IPDN) in Sumedang Regency, West Java, on Sunday, Tito said the guidance process begins as soon as candidates are elected. This includes a retreat immediately after their inauguration to align their vision and capabilities.
“The guidance starts when they pass, are elected, and are inaugurated. A retreat is held immediately to develop their insights. The KPK, BPKP, and ministers all contribute to equip them with the skills to be on the same frequency and maintain good integrity,” Tito stated.
He explained that the government, in collaboration with the Corruption Eradication Commission (KPK), has developed a Monitoring Center for Prevention (MCP) and the Regional Government Information System (SIPD) to enable real-time monitoring of regional financial management. The programme also involves deputy regional heads, regional apparatus organisations (OPD), and members of the Regional People’s Representative Council (DPRD) to identify potential corruption risks and formulate prevention action plans for each area.
“This includes identifying potential corruption in their respective regions and the action plans for each area. What must they formulate? This is to ensure they ‘don’t do anything funny’,” Tito said.
He added that the government continues to evaluate the performance of regional administrations as part of its supervisory function. However, Tito stressed that the success of these guidance programmes ultimately depends on the personal integrity of each regional head. “They are human, not machines. It goes back to the integrity of each individual. Some may succeed, some may encounter problems. Hopefully not,” he concluded.
