Home Affairs Minister: Special Autonomy Funds and Privilege Funds Must Be Felt by the Community

Home Affairs Minister Muhammad Tito Karnavian has stressed that Special Autonomy Funds (Otsus) and Privilege Funds (Danais) must be supervised and their benefits felt by the community. This oversight pertains to Otsus funds across all provinces in Papua and Aceh Province, as well as Danais in the Special Region of Yogyakarta (DIY). Tito made these remarks during a Working Meeting and Hearing with Commission II of the House of Representatives (DPR RI) on Otsus for Papua, Otsus for Aceh, and the special status of DIY, held in the Commission II Meeting Room at the Parliament Complex, Senayan, Jakarta, on Monday (13/4/2026). “If the Otsus funds are truly used for very real matters, it will be excellent because we can control and oversee them from all parties,” he said in a written statement received by Kompas.com. Tito explained that good governance still needs to be enhanced to ensure the optimal implementation of Otsus funds. The former Chief of the Indonesian National Police assessed that accelerating implementation can be achieved through several steps. In Papua, for instance, acceleration is pursued through improvements in disbursement requirements. Meanwhile, in Aceh, strengthening authority and institutions needs to be continuously optimised. “Especially regarding governance, planning, execution, and administration,” Tito added. He stated that the government has conducted supervision and oversight to ensure that Otsus funds are disbursed accurately and effectively. “This is our effort to assist the Papua region, which has Otsus funds but still depends on the centre, yet disbursement is delayed due to administrative mechanisms, and we are helping to resolve it,” he clarified. Tito also highlighted best practices in implementing Danais in DIY, which demonstrate a very high absorption rate of over 95 per cent. This reflects good planning, execution, governance, and human resource quality. Tito added that programmes utilising Danais in DIY are also equipped with special markers.
