Home Affairs Minister Muhammad Tito Karnavian and Minister of Housing and Settlement Areas Maruarar Sirait have signed a Joint Decree on Support for the Acceleration of the 3 Million Homes Development Programme. The programme is one of President Prabowo Subianto’s flagship initiatives. The signing took place at the Sasana Bhakti Praja Building, the central office of the Ministry of Home Affairs in Jakarta, on Friday (19/6/2026). Tito explained that the joint decree aims to strengthen the legal foundation for regional governments in supporting the provision of housing for low-income communities. Since the beginning of the administration, Tito, along with the Ministry of Housing and the Ministry of Public Works, has moved swiftly to prepare various policies to make house prices more affordable for low-income earners. This includes waiving Building Approval retribution and Land and Building Rights Acquisition Duty. The policy also adjusts the expanded coverage of low-income communities as regulated by the government. “This decision has been made and implemented since 25 November 2024. The goal, once again, is to make it easier for the people to obtain and build houses, and also for developers to build houses for low-income communities at cheaper prices,” Tito said. Through the joint decree, the government expands the coverage of low-income communities by changing the regional classification from two to four zones. This step is taken to adjust the beneficiary criteria to the economic conditions of each region while broadening public access to the 3 Million Homes Programme. “For example, in zone 1, the income threshold for unmarried individuals has increased from 7 million to 8.5 million rupiah, and for married individuals from 8 million to 10 million rupiah. In zone 4, specifically for Jakarta, Bogor, Depok, Tangerang, and Bekasi, because land is scarce and expensive, the definition of low-income earners for unmarried individuals is 12 million rupiah, and for married individuals it is 14 million rupiah,” Tito stated.
