Home Affairs Minister Reveals Babies Born Outside Health Facilities Will Receive Digital Birth Certificates

Home Affairs Minister Muhammad Tito Karnavian has confirmed that the digital birth certificate issuance service will remain accessible for babies born outside health facilities. The Minister stated he is preparing a circular addressed to village governments or village heads, instructing them to report births occurring outside health facilities. “I will issue a circular to all village heads so that births outside health facilities are reported by the village head together with the parents, either to the local health facility or directly to the local Dukcapil office,” the Minister said in a statement in Jakarta on Tuesday, 11 August 2026. The statement was made to the media after attending the Launch of Birth Certificate Digitalisation through SatuSehat-SIAK Integration at the Pasar Minggu Community Health Centre in Jakarta on Tuesday. On this occasion, the Home Affairs Minister appreciated the initiative of Health Minister Budi Gunadi Sadikin to integrate SatuSehat data with Dukcapil data for birth certificate issuance. This service transformation accelerates the issuance of birth certificates, which were previously processed manually by parents bringing a birth certificate from the hospital to Dukcapil. Now, birth certificates can be issued digitally immediately. “On the day of birth, we can directly issue the birth certificate. It can be sent directly to the health facility where the child was born, or to the parents’ WhatsApp or email,” he said. The Home Affairs Minister emphasised that the circular will also include a rule requiring village-level deaths to be promptly reported by the village head to the local Population and Civil Registration Service (Dukcapil). In addition to facilitating the issuance of death certificates, reporting from the village level assists Dukcapil in recording deaths so that population data dynamics are captured. The Minister hopes that the public will no longer need to bother handling matters independently at the Dukcapil office, as death certificates can be issued immediately after a resident’s death is reported. “I request that the circular also includes reporting the death data of residents. Because the village head is the one who knows first,” he said. The Launch of Birth Certificate Digitalisation was also attended by several officials, including Chair of the National Economic Council and Chair of the Committee for the Acceleration of Government Digital Transformation Luhut Binsar Pandjaitan, Health Minister Budi Gunadi Sadikin, Minister for Administrative and Bureaucratic Reform Rini Widyantini, and Head of the Central Statistics Agency Amalia Adininggar Widyasanti.
