Home Affairs Minister Outlines Strategic Steps to Strengthen Digital Infrastructure

Home Affairs Minister Muhammad Tito Karnavian has outlined a number of strategic steps to strengthen digital infrastructure to support the implementation of the Electronic-Based Government System (SPBE) or e-government. Strengthening digital infrastructure is an important foundation in realising increasingly integrated public services. One such effort is strengthening the integration of digital identity. In this context, the Directorate General of Population and Civil Registration (Dukcapil) is being encouraged to increase collaboration with the Ministry of Health, particularly through online birth certificate administration services. “Now we want to integrate with the Ministry of Health, launching this Friday. Namely, every child born in a Ministry of Health facility, whether in a central hospital, regional hospital, or community health centre, we will connect. As soon as they are born, the Ministry of Health will convey the information to Dukcapil, and Dukcapil will immediately issue the birth certificate online,” said the Minister when opening the Dukcapil National Coordination Meeting and the Release of Semester I 2026 Population Data at the Birawa Assembly Hall, Bidakara Hotel, Jakarta, Monday (3/8/2026). The Minister assessed that this innovation will provide convenience for the public because services can be carried out optimally and in real-time. He therefore reminded the ranks of the Directorate General of Dukcapil and regional Dukcapil offices to ensure digital services run optimally. He stressed that disruptions to the system will directly impact the quality of public services. To support this effort, the government continues to strengthen various aspects of digital infrastructure, from networks, security systems, and backup systems, to the human resources managing digital services. In addition, bandwidth capacity is also being continuously improved to make Dukcapil services more excellent. Meanwhile, the security system is being continuously refined according to the standards of the National Cyber and Crypto Agency (BSSN). “Therefore, the security system is also being strengthened. Using the ISO 27001 standard, which is the standard of BSSN, the National Cyber and Crypto Agency,” the Minister added. The Minister stressed that President Prabowo Subianto is paying great attention to the implementation of SPBE or e-government. The President, he said, has tasked the Chairman of the National Economic Council, Luhut Binsar Pandjaitan, as Chairman of the Committee for the Acceleration of Government Digital Transformation to lead the implementation of SPBE in Indonesia. In its implementation, Dukcapil data plays a very crucial role. “Coupled with one more thing, namely One Data Indonesia. This is a law currently in process, the One Data Indonesia Law. Both use Dukcapil data as their data foundation,” he said. He emphasised that the Dukcapil database will be the main foundation in the implementation of e-government. With the support of accurate and integrated data, various government policies, especially those directly targeting the public, are expected to be formulated and executed more precisely.
