Home Affairs Minister Outlines 2027 Work Plan to House, Ready to Support 23 Priority Programs
Minister of Home Affairs Muhammad Tito Karnavian has assured that the Ministry of Home Affairs (Kemendagri) will support the implementation of national priority agendas in 2027. The commitment was conveyed whilst presenting the ministry’s strategic work programmes for the 2027 fiscal year during a Working Meeting and Hearing with Commission II of the Indonesian House of Representatives (DPR RI) at the Parliamentary Complex in Senayan, Jakarta, on Thursday. As part of its support for the national agenda, Kemendagri will play an active role in executing 23 National Priority Work Programmes (PKPN) spanning various development sectors. That support includes accelerating post-disaster rehabilitation and reconstruction in Sumatra, the construction and renovation of three million homes, the Merah Putih Village/Sub-district Cooperatives (Kopdeskel), accelerating development in disadvantaged, frontier, and outermost (3T) regions, and strengthening health programmes such as tuberculosis eradication. Beyond supporting national priority programmes, Kemendagri will also carry out several mandatory and non-postponable programmes. These include the selection of candidates for the Institute of Domestic Governance (IPDN), the selection of General Elections Commission (KPU) and Elections Supervisory Body (Bawaslu) members, strengthening population administration, and developing digital identity to support digital-based government transformation. “Additionally, implementing 147 national priority activities assigned to Kemendagri, including strengthening political party governance, implementing Minimum Service Standards for local governments, supervising regional budgets (APBD) and Regional-Owned Enterprises (BUMD), and capacity building for domestic governance apparatus,” Tito stated in his remarks. Furthermore, he stressed that Kemendagri will continue to optimise its guidance and supervisory functions over local governments (Pemda) to ensure effective implementation of development programmes. This is carried out through providing government assistance funds for high-performing regions, as well as coaching for regional heads, deputy regional heads, and the DPRD. These efforts also include capacity building for village governance apparatus, resolving territorial and village boundaries, and enhancing the capacity of the Civil Service Police Unit (Satpol PP) and the Community Protection Unit (Satlinmas). In addition, Tito emphasised the importance of strengthening population administration services as the foundation for implementing a national digital government. According to him, population data will serve as the main platform for integrating central and regional government services. “The government will truly strengthen or implement government technology, e-government, for integrated public services,” he explained. To support the implementation of these various programmes, Kemendagri received an indicative ceiling for 2027 of Rp4.65 trillion. However, this amount is deemed insufficient to meet all the planned programme and activity needs for the coming year. Therefore, Kemendagri has proposed an additional budget of Rp6.27 trillion. This total includes an addition for the Honorary Council of Election Organisers (DKPP). “We are proposing a total budget ceiling for Kemendagri for 2027 of Rp10.93 trillion. This additional amount already includes [allocation for] DKPP,” Tito explained.
