Minister of Home Affairs Muhammad Tito Karnavian has issued a Circular Letter (SE) requesting regional governments to support the implementation of the Indonesia Aman, Sehat, Resik, Indah (ASRI) — Safe, Healthy, Clean, Beautiful — movement. The measure follows up on the President’s directive at the 2026 Central and Regional Government Coordination Meeting.

The circular, numbered 600.11/889/SJ and dated 18 February 2026, sets out a number of actions regional governments must take to support the Indonesia ASRI movement. The initiative follows the President’s instruction at the 2026 Central and Regional Government Coordination Meeting held on 2 February 2026.

In a press statement in Jakarta, Tito explained that the Indonesia ASRI movement is grounded in several legal bases, including Law No. 18 of 2008, Law No. 32 of 2009, Law No. 23 of 2014, Government Regulation No. 81 of 2012, and Government Regulation No. 66 of 2014. Additional legal bases include Presidential Regulation No. 97 of 2017 and other relevant legislation.

Based on these legal foundations, Tito requested that governors and regents/mayors take a number of steps, including formulating and establishing regional policies supporting the Indonesia ASRI movement.

These encompass “Aman” (Safe), focusing on environmental security, risk mitigation, and public space orderliness; and “Sehat” (Healthy), focusing on environmental quality that supports public health.

“Resik (Clean) focuses on cleanliness and integrated waste management,” Tito said in a written statement on Thursday (19 February 2026).

“Indah” (Beautiful) focuses on environmental aesthetics and comfortable public spaces. Tito added that in implementing the Indonesia ASRI movement, regional heads may involve all Civil Service Apparatus (ASN) within regional government structures, the Regional Leadership Coordination Forum (Forkopimda), vertical agencies in the regions, the business community, and the general public.

“Governors in particular should provide guidance, coordination, and facilitation for the implementation of the Indonesia ASRI movement across districts and cities within their jurisdictions,” Tito said.

Meanwhile, regents and mayors were asked to instruct sub-district heads to coordinate and oversee the implementation of the Indonesia ASRI movement. They were also asked to ensure active participation from villages, the business community, and residents within sub-district areas.

The Indonesia ASRI movement is to be carried out at government and private offices every Tuesday for 30 minutes before the start of office activities. Additionally, the movement is to be conducted in public areas every Friday without disrupting public services.

Furthermore, the circular also recommends that regional heads conduct regular monitoring, evaluation, and oversight of the Indonesia ASRI movement, as well as provide recognition to civil servants and community members who demonstrate good performance.

“Report the implementation of the Indonesia ASRI movement to the Minister of Home Affairs by instructing regional inspectors to supervise, document, and report on the implementation of workplace environmental cleaning,” Tito concluded.
