The Minister of Home Affairs (Mendagri), Muhammad Tito Karnavian, has issued a Circular (SE) on the Transformation of Work Culture for Civil Servants (ASN) in regional government (pemda) environments. The circular, numbered 800.1.5/3349/SJ, contains several provisions, including adjustments to official duties within the ASN pemda environment. ASN in regional governments may carry out official duties through a combination of work from office (WFO) and work from home (WFH). “Adjustment of official duty implementation by location with a WFH work pattern for one working day per week, namely every Friday,” said Tito while reading points from the SE, according to a written statement received by Kompas.com on Wednesday (1/4/2026). This was conveyed by Tito during a press conference on WFH policies for ASN/TNI/Polri and private sector workers, held online from Jakarta on Tuesday (31/3/2026). In addition, the policy aims to accelerate the digitalisation of regional government services by speeding up the adoption of the Electronic-Based Government System (SPBE) and the digitalisation of bureaucratic processes. “Matters related to WFO and WFH, the technical implementation, including efforts to promote digital services,” Tito explained. He added that during the Covid-19 pandemic, SPBE had been well implemented by regional governments. Therefore, the WFH policy is expected to optimise ASN performance. On the other hand, as per the provisions in the SE, regions are requested to create schemes for WFH and WFO control and supervision mechanisms. Then, public service units are directly encouraged to continue implementing WFO. Meanwhile, support units will implement WFH selectively while ensuring that ASN targets and performance are achieved. On the other hand, several government services are excluded from the WFH policy, including government units handling disaster affairs, public order and security, as well as community protection (trantibumlinmas).
