Home Affairs Minister: Dukcapil Data is the Foundation of E-Government
Jakarta (ANTARA) - Minister of Home Affairs Tito Karnavian has said that population data managed by the Directorate General of Population and Civil Registration (Dukcapil) is the main foundation in the development of the Electronic-Based Government System (SPBE), or e-government.
In addition, Dukcapil data also underpins the One Data Indonesia system, as it is the most complete population database and is updated in real time.
“The foundation of both is Dukcapil data. Why? Because once again, the data that is continuously updated every day, every minute, every second, is Dukcapil data,” the Minister said when opening the National Coordination Meeting (Rakornas) of Dukcapil and the Release of Population Data for Semester I of 2026 in Jakarta on Monday.
Tito revealed that Dukcapil data currently covers around 297 million Indonesian residents, or nearly 99 per cent of the population, and is complemented with biometric identifiers such as face recognition, fingerprints and iris scans.
He stressed that strengthening digital infrastructure is an essential foundation for delivering increasingly integrated public services.
The digitalisation of government aims to make it easier for citizens to access public services without having to visit government offices in person.
Various services, from education and health to social assistance and government administration, will eventually be integrated into a single digital platform.
Furthermore, Tito emphasised that the quality of Dukcapil data, which is continuously updated in real time, is a vital asset in achieving data integration across ministries and agencies to support faster and more accurate government policymaking.
The Minister assessed that these innovations will make things easier for the public, as services can be delivered optimally and in real time.
He therefore reminded officials at the Dukcapil Directorate General and regional Dukcapil offices to ensure digital services run optimally. He stressed that any disruption to the system would have a direct impact on the quality of public services.
To support these efforts, the government continues to strengthen various aspects of digital infrastructure, from networks and security systems to backup systems and the human resources managing digital services.
In addition, bandwidth capacity is being continuously increased to further improve Dukcapil services. Meanwhile, the security system is being refined in line with the standards of the National Cyber and Crypto Agency (BSSN).
“Therefore, the security system is also being strengthened, using the ISO 27001 standard, which is the standard of BSSN, the National Cyber and Crypto Agency,” the Minister said.
Tito affirmed that President Prabowo Subianto places great importance on the implementation of SPBE, or e-government.
The President, he said, has assigned the Chair of the National Economic Council (DEN), Luhut Binsar Pandjaitan, as Chair of the Government Digital Transformation Acceleration Committee (KPTDP) to lead the implementation of SPBE in Indonesia.
