Home Affairs Minister Declares IPDN Graduates as Scientists in Governance
The Institute of Home Affairs Governance (IPDN) graduated 1,404 students during an open senate session at the Rudini Hall, IPDN Jatinangor Campus, Sumedang Regency, West Java. The cohort consisted of 45 Doctor of Governance graduates, 73 Master of Applied Governance graduates, 1,204 Bachelor of Applied Governance graduates, and 82 graduates from the Governance Profession Education Programme.
In his address, Minister of Home Affairs Muhammad Tito Karnavian stated that the graduation ceremony was not only a joyous occasion for the graduates but also for IPDN. He noted that IPDN, as part of the Ministry of Home Affairs, has successfully produced scholars in the field of governance. “This is also a happy moment for the country. Why? Because thinkers in the field of government science have been born, spanning undergraduate, postgraduate, and doctoral levels,” Tito explained in a written statement on Sunday (26/7/2026).
He described the graduation as a pivotal moment that elevates the master’s and doctoral students, as well as the praja, to the status of scientists. Tito stressed that a profession in governance must be grounded in scientific knowledge. He outlined that a profession requires a recognised discipline, adequate educational processes, a code of ethics, and an orientation towards public service. Therefore, governance science serves as the essential foundation for government officials in carrying out their duties.
Tito asserted that the mastery of science distinguishes policy-making based on academic study from decisions relying solely on intuition. Consequently, IPDN graduates are equipped with scientific thinking skills to formulate public policies based on theory, data, and appropriate methodology. “But I must remind you, especially those with master’s and doctoral degrees. The difference between undergraduate, master’s, and doctoral levels is the ability to think, a more complex scientific way of thinking,” he said.
He also reminded the graduates that the ceremony is not the end of their journey, but the beginning of their service as civil servants who will bear great responsibility in serving the public. “By becoming a graduate, and God willing, soon to be inaugurated as a candidate civil servant, you will start a new life in the government bureaucracy,” he stated.
Tito expressed hope that all IPDN graduates would dedicate the knowledge gained during their education to strengthen Indonesia’s government bureaucracy. He also stressed the importance of maintaining integrity until the end of their careers. “We also hope that these 1,204 graduates will end their careers in good standing and with a good name. May Allah SWT always give us strength. To the graduates, congratulations on your graduation today. Congratulations on becoming scientists,” he concluded.
The event was also attended by Vice Minister of Home Affairs Akhmad Wiyagus, IPDN Rector Halilul Khairi, Secretary General of the Ministry of Home Affairs Tomsi Tohir, members of the Regional Leadership Coordination Forum of West Java Province and Sumedang Regency, the IPDN academic community, and other relevant officials.
