Home Affairs Minister: Collaboration for 3 Million Houses to Provide Decent Housing for Low-Income Communities

Home Affairs Minister Muhammad Tito Karnavian has revealed that the 3 Million Houses Programme embodies collaboration between ministries, such as with the Ministry of Housing and Human Settlements, to provide decent housing for low-income communities.

Tito conveyed this during the Housing Finance Collaboration and Community Empowerment event with the Ministry of Housing and Human Settlements, Ministry of Home Affairs, Statistics Indonesia, PNM, SMF, the East Kalimantan Provincial Government, and the Balikpapan City Government at the Ahmad Yani Building Raider 600/Manggar Baru Ward, Balikpapan City, East Kalimantan, on Tuesday (5/5).

“To accelerate readiness for home ownership or decent housing, the Ministry of Housing and Human Settlements has made numerous breakthroughs, including ways to make house prices more affordable,” Tito stated.

One strategy of the Ministry of Housing and Human Settlements is to partner with banks to support the people’s housing programme, as well as coordinate with the Ministry of Finance and the Financial Services Authority (OJK).

Furthermore, the Ministry of Housing and Human Settlements collaborates with the Ministry of Home Affairs and the Ministry of Public Works to establish a programme exempting low-income communities (MBR) from Acquisition Duty on Land and Building Rights (BPHTB). Additionally, there is a policy exempting building permit fees (PBG) for MBR.

“What is the goal? To make it cheap. The price is low, and then credit is also provided cheaply by banks. Thus, developers will compete to build houses; that’s roughly the concept,” Tito explained.

He added that the programme must be adopted by local government levels, including through Regional Head Regulations (Perkada). Tito reminded that regions also need to build Public Service Malls (MPP) to ensure quick and efficient permitting processes.

“Therefore, I request all regions, along with other public services, to build Public Service Malls. So in one building, there is a one-roof system, all permits under one roof,” he said.

To the East Kalimantan Provincial Government, the Home Affairs Minister requested intensification of MPP construction across the region. He also called for socialisation of the people’s housing programme so that more MBR groups can benefit.

“A specific meeting, Sir, in East Kalimantan for several districts that have not yet utilised it (the existence of MPP),” Tito concluded.
