Home Affairs Minister Asserts Budget Performance Remains Optimal Amid Efficiency Drive
Minister of Home Affairs Muhammad Tito Karnavian has asserted that the spending efficiency policy within the 2025 State Budget implementation has not impeded the performance of the Ministry of Home Affairs. This is reflected in the ministry’s budget realisation, which reached Rp3.76 trillion, or 99.46 per cent of the effective ceiling of Rp3.79 trillion. “And this achievement of 99.46 per cent is among the highest across ministries and agencies,” Tito stated.
Tito explained that the ministry’s initial budget ceiling for 2025 was Rp4.79 trillion. However, in line with the government’s spending efficiency policy, the ceiling was reduced to Rp2.61 trillion. Subsequently, through budget relaxation from the Ministry of Finance, the effective ceiling was increased to Rp3.79 trillion to support various strategic needs. He detailed that the additional budget was utilised to support the ministry’s programmes, including strengthening the information technology infrastructure of the Directorate General of Population and Civil Registration, supporting mandatory spending and priority activities, and enhancing the services of the Regional Government Information System of the Republic of Indonesia. The budget was also used for education at the Institute of Home Affairs Governance and the implementation of various government priorities in the regions.
On the revenue side, the ministry also recorded positive performance. By the end of 2025, the realisation of Non-Tax State Revenue reached Rp1.22 trillion, or 225.30 per cent of the Rp545.62 billion target. This achievement was primarily supported by services providing access to population and civil registration data managed by the Directorate General of Population and Civil Registration. Tito further highlighted the ministry’s achievements, noting that the Supreme Audit Agency had awarded an unqualified opinion on the ministry’s financial statements for the 12th consecutive time since 2014. The ministry also recorded a budget performance score of 94.69 with a ‘very good’ category, a government agency performance accountability evaluation score of 78.99 with a ‘very good’ predicate, and a bureaucratic reform index of 91.01 with an ‘A’ category. The ministry also received a ‘very good’ predicate for the 2025 National Development Planning Index assessment.
