Home Affairs Minister Applauds Open Tender Scheme in Bandung Housing Programme
Interior Minister Muhammad Tito Karnavian, together with the Minister of Housing and Residential Areas, Maruarar Sirait, inspected a people’s housing programme in Cilampeni Village, Ketapang Subdistrict, Bandung Regency, West Java, on Saturday (25/7/2026).
During the inspection, the Interior Minister witnessed first-hand a simulation of the Open Shop Selection (PTT), or ‘people’s tender’, in the implementation of the Self-Help Housing Stimulant Assistance (BSPS) programme.
The Interior Minister commended the mechanism, which was judged to be open and transparent. Through the PTT, shop owners can openly display the types of building materials they offer along with their prices.
“I have often accompanied him (the Housing Minister). This is a very good programme, because of this people’s tender, all the money is completely open. Everything is transparent,” he said, as quoted on Saturday (25/7/2026).
On that occasion, the Interior Minister also spoke directly with building material shop owners. He checked and verified the data on building materials and prices on display. He welcomed the mechanism positively, as it allows the public to obtain quality building materials at lower prices.
“It means whoever is cheapest will win. And then the remaining money is returned to the people. They can deliberate on what to use it for,” he continued.
Furthermore, the Interior Minister said that the government, under the direction of President Prabowo Subianto, continues to ease access for low-income communities (MBR) to obtain decent housing. One such measure is the exemption of Building Approval (PBG) fees and Land and Building Acquisition Duty (BPHTB) for low-income households.
“Now, specifically for low-income communities, the fees are being reduced to zero. And the definition of low-income communities has already been somewhat broadened by the Housing Minister,” he added.
The Interior Minister hopes these facilities will further drive economic activity in the regions, particularly in the housing sector. He also urged regional heads not to worry about the policy, as increased house construction will have an economic impact that ultimately boosts locally generated revenue (PAD).
“With a house in place, previously the land was empty and only generated land tax. But with a house there, the following year there will be land and building tax. So PAD will increase,” he concluded.
Also present at the event were member of the House of Representatives Rajiv Singh, Regent of Bandung Dadang Supriatna, Secretary of West Java Province Herman Suryatman, and other relevant parties.
