Home Affairs DG Hopes Prabawa Programme Improves Satpol PP Image

The Director General of Regional Administration (Dirjen BAK) at the Ministry of Home Affairs, Safrizal ZA, has expressed hope that the Praja Wibawa Pembina Warga (Prabawa) programme can bring about positive changes in public service while simultaneously improving the image of the Satuan Polisi Pamong Praja (Satpol PP).

The Prabawa programme, initiated by the Bengkulu City Satpol PP, involves placing one Satpol PP member in each sub-district to strengthen services, guide the community, and serve as an early detection system for potential public order disturbances within neighbourhoods.

“I appreciate this Prabawa programme as a regional innovation. The main challenge is consistency. Implement this programme sustainably. Hopefully, within one to two years, public perception of Satpol PP will be much better,” he said in Bengkulu City on Tuesday.

He hopes the Prabawa programme will become an example for other regions in transforming the image of Satpol PP to be closer to the citizens.

Bengkulu Mayor Dedy Wahyudi explained that the Prabawa programme is strategic for bringing government services closer to the grassroots community, as the presence of one Satpol PP member in each sub-district can cut through bureaucratic coordination channels regarding security.

The Prabawa programme is an innovation by the Bengkulu City Satpol PP that places one personnel member in each sub-district to guide residents through a humanist approach.

Head of the Bengkulu City Satpol PP, Sahat Marilutua Situmorang, explained that the Prabawa programme aims to bring Satpol PP services closer to the community, strengthen coordination with sub-district governments, and accelerate the handling of various public order and peace issues through persuasive measures.

“The assigned personnel will prioritise persuasive actions. The main goal is to resolve community peace dynamics humanely before they develop into larger conflicts,” he said.
