Home Affairs and ATR/BPN Ministers Sign Circular to Accelerate BPHTB Services
Home Affairs Minister Muhammad Tito Karnavian and Agrarian Affairs and Spatial Planning Minister/Head of the National Land Agency Nusron Wahid have signed a Joint Circular (SEB) to accelerate and provide certainty for Land and Building Acquisition Duty (BPHTB) services.
The SEB regulates the mechanism for receiving deposits and verifying the Regional Tax Payment Slip for BPHTB in the context of land registration, as well as the integration of land and tax data.
“The most important point is that there is coordination between regional governments and ATR/BPN across all provinces, regencies and cities in order to make it easier for the public to pay BPHTB,” Tito said at the Ministry of Home Affairs headquarters in Jakarta on Monday.
Tito said land services have continued to face a number of technical obstacles, including suboptimal data integration and uneven human resource capacity.
According to him, these obstacles can slow down the BPHTB service process, which in turn affects the processing of land certificates by the public.
“The slow process of issuing BPHTB also affects public complaints because the certificate processing will also take a long time,” he said.
Through the SEB, Tito asked regents and mayors to assign Regional Revenue Agencies (Bapenda) to coordinate with land offices in their regions to strengthen data integration and accelerate services.
According to the Home Affairs Minister, the SEB provides guidelines on technical steps that regional governments and ATR/BPN officials at the regency/city level must take.
Tito expressed hope that data integration and the acceleration of BPHTB services would provide convenience to the public while supporting an increase in regional own-source revenue (PAD).
During the event, the government also disseminated Minister of Housing and Settlement Areas Regulation Number 6 of 2026 concerning the public housing programme.
Tito asked regional governments to actively propose residents who meet the requirements to receive the Self-Help Housing Stimulant Assistance (BSPS) programme or housing quality improvement assistance.
