Hogoshi Study Visit to West Jakarta Bapas: Equipping Inmates with Essential Skills to Aid Rehabilitation

The Japanese Correctional Organisation, Hogoshi, states that rehabilitating inmates with practical skills is essential. The skills acquired through correctional programmes are deemed helpful for inmates in interacting with society upon completing their sentences.

“This is very important to help them restart their lives in society,” said Shoji Imafuku, Executive Director of the Hogoshi Federation of Japan, in a statement on Sunday (19/4/2026).

Shoji, along with 27 colleagues, visited the Class I West Jakarta Bapas on Friday (17/4). At the site, the Hogoshi delegation witnessed Bapas assimilation programmes, which fall under the Directorate General of Corrections (Ditjenpas) of the Ministry of Law and Human Rights (Kemenkumham).

Hogoshi is a volunteer organisation for community guidance in Japan. During the visit, the delegates observed personality guidance activities to skills training provided by Bapas for inmates, one of which is hydroponic plant cultivation training and tilapia fish farming using aquaponics methods.

“This serves as provision for clients to become independent when returning to society,” said Sri Susilarti, Head of West Jakarta Bapas.

Returning to Shoji, he stated that skills are also important for building the confidence of inmates. This visit is expected to strengthen cooperation and enrich experiences in creating a better guidance system.
