The Regional Board of the Association of Residential and Housing Developers (Himperra) Central Java has stated that the Housing KUR programme from the Ministry of Housing and Residential Areas (PKP) is highly beneficial for subsidised housing developers in Central Java Province.

“In Central Java, I see that many of my fellow developers are taking advantage of the housing KUR, which I believe is very helpful,” said the Chairman of the Himperra Central Java Regional Board, Sugiyatno, in Batang, Central Java, on Thursday.

According to him, around 40-50 Himperra Central Java developers have utilised the facility, which offers a maximum ceiling of Rp5 billion as working capital for house construction. He added that the KUR is extremely helpful because, previously, much of the working capital was obtained through bridging facilities from regional banks (BPR). With lower interest rates, the quality of house construction can also be improved.

He welcomed the launch of the Housing KUR, valued at approximately Rp880 billion for Central Java, and expressed hope that its realisation would continue to increase towards the end of the year. The majority of the KUR usage is currently concentrated in the Semarang Raya area, followed by Solo Raya and Pekalongan Raya, while approximately 95 per cent of Himperra Central Java members are subsidised housing developers.

A mass signing of the Housing KUR agreements was conducted in Batang for 200 debtors under the Housing KUR Programme, with a total agreement value reaching Rp880 billion for 7,100 debtors. The breakdown of these 7,100 debtors includes 6,873 debtors from the demand side and 227 debtors from the supply side.

The Housing Credit Programme (KPP), or Housing KUR, is a credit facility for working capital and/or investment financing provided to micro, small, and medium enterprises (MSMEs), including individuals or business entities, to support priority programmes in the housing sector. Eligible recipients from the supply side include MSMEs or business actors such as housing developers, construction service providers or contractors, and building material traders. KPP funds are used by the supply side for purposes such as land provision, the purchase of building materials, and the procurement of goods and services for house or residential construction. From the demand side, KPP can be used by individuals or MSMEs for purchasing, building, or renovating houses to support business activities.

Previously, the Minister of Housing and Residential Areas (PKP), Maruarar Sirait, stated that the KPP is a tangible manifestation of the Prabowo administration’s commitment to the housing sector. The KPP is implemented based on the Coordinating Minister for Economic Affairs Regulation No. 13 of 2025 and the Ministry of PKP Regulation No. 13 of 2025.
