Deputy Chairman of Commission X of the DPR, Lalu Hadrian, highlighted the incident involving a 16-year-old student, SMN, at a state high school in Belu Regency, East Nusa Tenggara (NTT), who was thrown by her teacher, Vince Aplugi, until she fainted. Lalu stated that this incident indicates that efforts to strengthen character and supervision of educators have not been optimal.

“Cases of violence in the teaching and learning process in schools, wherever they occur, including in NTT, are certainly very concerning. Such incidents show that character building, pedagogical competence, and supervision of educators still need improvement,” Lalu said to reporters on Thursday (February 26, 2026).

Lalu reminded that the Ministry of Basic and Secondary Education has guidelines through Permendikdasmen Number 6 of 2026 concerning a Safe and Comfortable School Culture (BSAN). He encouraged that this regulation be implemented consistently and seriously in all educational units.

“In addition, we encourage the enforcement of strict sanctions, support for victims, and a thorough evaluation of the teacher training system so that similar incidents do not continue to occur,” he said.

According to him, the teaching and learning process must be carried out in a civilised manner. He said that this is the main foundation of education.

“In principle, teaching in a good and civilised manner is the main foundation of education. Teachers who are able to build healthy communication with students will create a sense of security in the learning process, and implement a positive disciplinary approach, not violence,” he said.

“Schools must be a safe and educational space, not a place where violence occurs,” he added.

Previously, a 16-year-old student, SMN, at a state high school in Belu Regency, East Nusa Tenggara (NTT), was thrown by her teacher, Vince Aplugi, until she fainted. Police said the victim was thrown because she could not draw a neuron or nerve cell.

“The perpetrator assaulted the victim by using a bottle containing mineral water, pulling her hair, and throwing the victim onto a chair until she fainted and felt pain in her head and felt dizzy,” said the Head of the Criminal Investigation Unit of the Belu Police, AKP Rachmat Hidayat, as reported by detikBali on Wednesday (February 25).

The incident occurred on Tuesday (February 24), at around 12:00 pm, when the victim was taking a biology exam in the classroom. In the exam, there was a question that required students to draw a nerve cell, but the victim and her friends could not draw it.
