The Central Sulawesi High Prosecutor’s Office has reminded members of the Regional House of Representatives (DPRD) that ‘pokir’ (budgetary aspirations) is an instrument for fighting for community aspirations, not a basis for determining project executors.

Agus Kurniawan, Coordinator of the Central Sulawesi High Prosecutor’s Office, stated in Palu on Friday that pokir must be understood in accordance with statutory regulations to avoid legal issues. “It is not a basis for determining the executor of work or directing projects to specific parties,” he said.

According to Agus, pokir is the result of absorbing community aspirations through recess periods or communication with constituents, which are then advocated for inclusion in regional development planning documents if they have not been accommodated through the Regional Development Planning Meeting (Musrenbang). He emphasised that DPRD members must continue to perform their legislative, budgeting, and oversight functions, ensuring that the existence of pokir does not alter these authorities.

Agus also explained that every pokir proposal must undergo administrative verification and technical studies before being discussed with the Regional Government Budget Team (TAPD) during the preparation of the Regional Budget (APBD).

During the same event, the Director of Regional Coordination and Supervision IV of the Corruption Eradication Commission (KPK), Edi Suryanto, urged DPRD members to utilise the I-Pokir application as the sole official channel for submitting programme proposals. This measure is intended to strengthen transparency and accountability in the preparation of the APBD. According to Edi, compliance with this mechanism is essential to prevent irregularities in the regional budget drafting process.
