High Investor Enthusiasm, PLN Prepares Long-Term Contracts to Accelerate PSEL Projects

Coordinating Minister for Food, Zulkifli Hasan, stated that the government has moved swiftly by simplifying regulations for the development of Waste-to-Energy (PSEL) projects. This aims to accelerate the handling of urban waste issues while providing business certainty for investors. “My only task is to fix the regulations. From hundreds, now there are only three rules. If there are obstacles, I just call a meeting. If I still cannot resolve it, I report it. The President leads,” Zulhas said on Thursday, 23 July 2026.

BPI Danantara Chief Investment Officer, Pandu Sjahrir, revealed the market’s high enthusiasm for the project. As the largest waste-to-energy project in the world, PSEL is attracting significant interest from various financial institutions and global investors competing to invest capital. “Alhamdulillah, there is a lot of interest both from abroad and domestically, and many non-Himbara banks also want to enter. This means all participants are eager to join this project. Cumulatively, this is the largest waste-to-energy project in the world, so everyone who participates in investment is competing to be here. So, alhamdulillah, the enthusiasm is very high,” Pandu said.

PLN Director of Project Management and New Renewable Energy, Suroso Isnandar, assessed that the programme, supported by Presidential Regulation Number 109 of 2025, is a breath of fresh air for the electricity and environmental management ecosystem in the country. Suroso said his party is ready to absorb the electricity produced by partners to optimally strengthen the primary energy source portfolio. “We provide a guarantee to partners that the electricity produced will be taken by PLN as the offtaker. Partners do not need to worry; PLN’s long-term commitment has been proven in various other generation sectors that even have Power Purchase Agreements (PPA) exceeding 30 years. This guarantee will be maintained very well,” Suroso said.
