High cost of education

I am confused as to whom I should direct my questions about
opportunities of kids to get a proper education.
My questions are as follows:
1. Can schoolchildren of elementary and secondary levels take
the semester examination before they pay the school and the
education management board contributions?
2. Can they further their education if the 1997/1998 financial
obligations are still outstanding?
3. Will the registration fees be too big in view of the
monetary crisis?
4. Is it compulsory for schoolchildren to take swimming
lessons, so that all students must buy the entry tickets?
Parents who have lost their jobs due to cutbacks have a very
difficult time sending their kids to school and have to pay
various kinds of fees. Long before the monetary crisis hit the
country there were a lot of unemployed people. Sadly, the
government and the benefactors are not particularly concerned
about their fate. On the other hand, the authorities are giving
full attention to the jobless following their dismissal from
work.
