Indonesia’s progress is inseparable from the efforts of local governments to develop their regions and improve community welfare. Regional development relies on innovation and collaboration to provide sustainable environments, quality healthcare and education, and decent housing for citizens.

As the supervisor and overseer of local government administration, the Ministry of Home Affairs plays a strategic role in encouraging innovation and collaboration to accelerate the implementation of national priority programmes across all regions.

To achieve a sustainable environment, for instance, the Minister of Home Affairs, Muhammad Tito Karnavian, has called on local governments to synergise with the Regional Leadership Coordination Forum (Forkopimda) to strengthen the ‘Indonesia Safe, Healthy, Clean, and Beautiful’ (ASRI) Movement. This initiative aims to create clean and well-organised urban environments.

“The President wants all programmes, both central and regional, to make cities clean. This means reducing waste, from the upstream level in households to the downstream level,” Tito stated in a briefing on Friday (4/9/2026).

On the other hand, the Ministry of Home Affairs, through the Human Resources Development Agency (BPSDM), is also promoting citizen welfare through the best digital-based public service innovations.

“If public services are good, at the benefit level, jobs are created. At the impact level, welfare increases. This begins with the best digital-based public services,” said the Head of BPSDM Kemendagri, Sugeng Hariyono, as quoted by ANTARA.

Recognising High-Achieving Local Governments

As a form of appreciation for the efforts of local governments, detikcom, in collaboration with the Ministry of Home Affairs, is once again organising the 2026 Batch II Regional Sulawesi High-Achieving Local Government Awards. This event serves as recognition for local governments that consistently bring positive change to their regions.

Minister of Home Affairs Muhammad Tito Karnavian stated that providing these awards is a way to balance local government supervision. According to him, in addition to monitoring and providing direction, the Ministry must also provide rewards to regions that successfully demonstrate high performance.

“Because so far we at the Ministry of Home Affairs have been constantly pressing—pressing inflation, economic growth, and various other instructions—this is the balance in the form of rewards for high-achieving regions,” Tito said, as quoted from the official Ministry of Home Affairs website.

Previously, similar appreciation events were held in the Sumatra Region centred in Batam, the Java and Bali Region in Bali, and the Kalimantan Region held in Balikpapan.

Through these awards, it is hoped that more local governments will be encouraged to introduce innovation, strengthen collaboration, and create a real impact on the welfare of the Indonesian people.

Categories of the High-Achieving Local Government Awards

For the 2026 Batch II Regional Sulawesi Awards, the Ministry of Home Affairs has introduced four categories. All four reflect essential aspects of development and public service. The categories are:

  1. Waste Management and Environmental Beauty

  2. Access to and Quality of Healthcare Services

  3. Population Access to Education Services

  4. Implementation of the 3 Million Houses Programme

The full series of the 2026 Batch II Regional Sulawesi High-Achieving Local Government Awards will take place tonight at 19:00 WITA.
