The Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) for Sumatra is accelerating the construction of permanent housing (Huntap) for communities affected by disasters in Padangsidimpuan City and South Tapanuli Regency, North Sumatra. One of the steps being prepared is to ensure that the building permit process proceeds alongside the resolution of the release of Land Cultivation Rights (HGU) owned by PT Perkebunan Nusantara IV.

The Satgas PRR is also overseeing the resolution of these land issues to ensure that administrative processes do not hinder procurement and construction preparations. This acceleration is being carried out while ensuring that every stage has a clear legal basis.

The Head of the National Post of the Satgas PRR, Inspector General Wahyu Bintono Hari Bawono, stated that concrete solutions are required so that affected communities do not have to wait longer for housing certainty.

“Everything must be accelerated right now. There must be solutions and concrete steps so that disaster-affected communities can immediately obtain decent housing,” Wahyu said in a written statement on Friday (4/9/2026).

In Padangsidimpuan City, the local government has proposed 27 hectares of land for the construction of permanent housing for 1,133 disaster-affected families. The land is located in Pal IV Pijorkoling and Huta Koje Pijorkoling, South Padangsidimpuan District, which is part of the PTPN IV HGU area.

Meanwhile, the land requirement in South Tapanuli Regency reaches approximately 39.7 hectares. This includes about 1arg7.7 hectares for Huntap Napa/Garoga, five hectares for Huntap Sigala-gala/Hapesong, six hectares for Huntap Simatohir, and five hectares for Huntap Tandihat.

In addition to housing construction, approximately five hectares of land in South Tapanuli are being prepared as an integrated waste processing site. This facility is needed to support environmental management and the sustainability of the newly developed residential areas.

The gradual and parallel resolution of land rights refers to the approach previously taken by PTPN I together with the Aceh Tamiang Regency Government. Under this scheme, building permits can be processed first, while the release of the HGU is finalised in accordance with regulations.

Acceleration is necessary because the budget for permanent housing construction through the Ministry of Housing and Residential Areas is already available. With the limited remaining time in the 2026 fiscal year, certainty regarding land use is key to ensuring construction can commence immediately.

The Satgas PRR will also strengthen coordination between PTPN IV, the Ministry of Housing and Residential Areas, the Ministry of ATR/BPN, local governments, and relevant parties to accelerate the construction of permanent housing without neglecting legal certainty and good governance.
