HGB Fee Set at Rp2 Billion

The alleged bribery in the processing of a private company’s land certificates in Bogor Regency began with a request for a Rp2 billion fee to lift a block and split a Right to Build title (HGB), according to the case reconstruction by the Corruption Eradication Commission (KPK). Acting Director of Investigation Achmad Taufik Husein said the request arose after communication between a private party acting as intermediary for the company and an individual believed to have access to officials at the Ministry of Agrarian Affairs and Spatial Planning (ATR/BPN).

“In early August 2026, from communication between YA and LEV, information was obtained that for lifting the block and/or issuing the private company’s land certificates, SON, through ERW, requested a fee with the code ‘two’, believed to amount to Rp2 billion,” said Taufik at a press conference in Jakarta on Tuesday (15/9).

However, the private company was said to have agreed to only Rp1.5 billion. The KPK suspects the amount was adjusted because other parties were also due a share as broker fees.

The alleged transaction then took place on 27 August 2026. The private company’s chief executive, Adrianto Pitojo Adi, through Yaser Alfarisi (YA) and Rizal Pahlevi (LEV), allegedly handed Rp1.5 billion to Erwin (ERW).

From that amount, ERW then delivered Rp200 million to Sontang Coin Manurung (SON), head of the Bogor Regency I Land Office. The handover was said to have taken place at a café in South Jakarta. The money was allegedly given in exchange for lifting the block and processing the splitting of the HGB belonging to the private company.

The case began with an application to extend the HGB or split it into freehold certificates (SHM) for land managed by the private company in Bogor Regency. Problems emerged because part of the land was allegedly still in dispute with several owners or heirs claiming to hold SHM over the plots.

The heirs then sued over the issuance of nine HGB certificates belonging to the private company at the Bandung State Administrative Court (PTUN), naming the head of the West Java ATR/BPN Regional Office and the head of the Bogor Land Office as respondents.

As the case developed, the Bogor Regency Land Office invited the heirs to mediation. The heirs then requested a block on the company’s HGB certificates before ultimately withdrawing their lawsuit at the Bandung PTUN.

Amid the process, communication emerged between Yaser Alfarisi and Erwin, who is believed to be a confidant or representative of ATR/BPN Minister Nusron Wahid. In that communication, Erwin allegedly conveyed that SON was unwilling to lift the block and process the HGB split without instructions from his superior.

Yaser and LEV then approached Erwin to help communicate with SON regarding lifting the block and splitting the HGB. Over the alleged payment, the KPK has named Adrianto and LEV as suspects for allegedly giving the money, while SON and ERW have been named as suspects for allegedly receiving it.
