HGB Bribery Case: KPK Raids Residence of ATR/BPN Director General
The Corruption Eradancy Commission (KPK) conducted a search at the residence of the Director General of Land and Space Control and Enforcement at the Ministry of ATR/BPN, Lampri, located in Bekasi, West Java, on Friday (18/9) afternoon.
“This evening, the investigative team proceeded with a search at the residence of suspect LMP [Lampri] located in the Bekasi area,” stated KPK Spokesperson Budi Prasetyo in a written statement on Friday (18/9).
“The search is still ongoing,” he added.
Earlier this afternoon, the KPK had also searched the offices of PT Summarecon Agung Tbk in East Jakarta.
The KPK discovered and seized several documents and Electronic Evidence (BBE) allegedly related to the suspected bribery case involving the management of Building Use Rights (HGB) within the Ministry of Agraria and Spatial Planning/National Land Agency (ATR/BPN).
The evidence includes Building Use Rights (SHGB) certificates suspected to be linked to the bribery investigation; financial documents of PT Summarecon Agung Tbk and its connection to Kencana Jayaproperti Agung (KCJA); and electronic evidence regarding the blocking of land disputes in the Bogor region.
“All such evidence has been taken by investigators for further study and analysis to assist in deepening the construction of the alleged corruption case within the aforementioned Ministry of ATR/BPN,” said Budi.
Previously, on Thursday (17/9), the KPK searched three directorate-general offices within the Ministry of ATR/BPN.
The three locations searched were the offices of the Director General of Land and Space Control and Enforcement, Lampri; the Director General of Land and Space Survey and Mapping (SPPR), Virgo Eresta Jaya; and the Director General of Land Rights Determination and Registration (PHPT), Asnaedi.
Additionally, the searches targeted several rooms in related directorates.
From these locations, the KPK found and seized several documents and electronic evidence related to the processes and service mechanisms within the Ministry of ATR/BPN.
All evidence will be extracted for subsequent examination and analysis to assist investigators in dissecting the ongoing case.
The KPK has named eight individuals as suspects in the alleged bribery and other receipt cases within the Ministry of ATR/BPN.
The suspects include the Head of the Bogor Regency Land Office I, Sontang Coin Manurung; Golkar Party politician, Fahd El Fouz, also known as Fahd A Rafiq; former Regent of Kebumen, Arif Sugiyanto; and the President Director of PT Summarecal Agung Tbk, Adrianto Pitojo Adhi.
The four other suspects are the Director General of Land and Space Control and Enforcement at the Ministry of ATR/BPN, Lampri, as well as Muhammad Fakhry, Erwin, and Rizal Pahlevi.
Arif, Fahd, Erwin, and Muhammad Fakhry have been identified by the KPK as trusted associates of the Minister of ATR/BPN, Nusron Wahid.
The suspects have been detained for the initial 20-day period from 15 September to 4 October 2026. The detention is being carried out at the KPK Red and White Building Detention Centre.
During a covert operation conducted in the Jabodetabek area on Monday (14/9), the KPK caught 19 individuals red-handed, discovering evidence in the form of cash amounting to Rp106.3 billion.
