Heri ‘Black’ Still Listed as a Witness in the DJBC Corruption Case

Jakarta, VIVA – Heri Setiyono, also known as Heri “Black”, has been implicated in the investigation of alleged corruption within the Directorate General of Customs and Excise (DJBC) of the Ministry of Finance.

However, as of now, Heri’s status remains that of a witness, and he has not been designated as a suspect in the case being investigated by the Corruption Eradication Commission (KPK).

The concerns regarding the handling of the case were raised by Intelligence Analysis Specialist, Gautama Wiranegara. He believes that there have been procedural issues from the outset of the KPK’s actions in summoning Heri.

According to Gautama, the first summons was sent to an address where Heri was said to have not resided for some time. This meant that Heri was reportedly unaware of the summons from the investigators.

“This is not about defending Heri. It’s about the integrity of the procedure. If there is a mistake from the beginning, the entire case could be flawed,” he said, quoted on Saturday, May 16, 2026.

However, Heri was later accused of failing to respond to the summons. Gautama believes that this conclusion is premature because the element of intent cannot be proven if he did not actually receive the summons.

Another issue arose when the KPK was said to have known Heri’s new address. However, according to Gautama, investigators continued with the search and seizure process without correcting the previous summons procedure.

“The validity of the search does not automatically correct the procedural flaws in the previous summons. This is a fatal leap,” said Gautama.

During the search, investigators seized several documents. One of them was a bundle of documents labeled “List for Biru,” which later sparked various speculations in the public.

However, Gautama urged the public not to rush to associate the term with a particular institution, including Customs and Excise.

“The public should not be premature. ‘Biru’ does not necessarily mean Customs and Excise. Its meaning must be proven in court,” he said.

The investigation then shifted to the Tanjung Emas Port in Semarang. The KPK is known to have searched a container belonging to Heri, which is allegedly related to the flow of imported goods.

According to Gautama, this shows that the investigation is starting to trace the distribution patterns of goods and the alleged manipulation of import channels.

However, he reiterated that as of now, Heri has not been listed as a suspect in the case. This is different from several other names such as Rizal, Sisprian Subiaksono, Orlando Hamonangan, John Field, Andri, and Dedy Kurniawan, who are said to have been included in the case’s framework.
