The Ministry of Immigration and Corrections (Imipas) has deployed an internal team to investigate the sultan cell case at Blitar Prison in East Java. As a result, the head of prison security and two rogue staff members have been recommended for heavy sanctions.

The Head of Security at Blitar Prison has been removed from his position, and the two rogue staff members have been relieved of their duties. They are now undergoing in-depth examinations at the East Java Regional Office of the Directorate General of Corrections (Kanwil Ditjenpas Jatim).

“The Head of Security and two Blitar Prison officers, based on the decree of the Acting Head of Kanwil Ditjenpas Jatim, have been relieved of duties and recalled to Kanwil Ditjenpas Jatim for further examination,” explained Rika Aprianti, Deputy Head of the Cooperation Division of the Directorate General of Corrections at the Ministry of Imipas, to detikcom reporters on Thursday (30/4/2026).

Rika explained that the team investigating the case comes from the Ministry of Imipas and Kanwil Ditjenpas Jatim. Rika assured that sanctions will be imposed on all three.

“A joint examination has been conducted by the Internal Compliance Team of the Directorate General of Corrections and the Internal Compliance Team of Ditjenpas East Java, and the process of imposing disciplinary punishment is currently underway after collecting related evidence,” she said.

Rika stated that the three are recommended to receive heavy-level disciplinary punishment. “Currently, Kanwil Ditjenpas Jatim is processing the proposal for imposing heavy-level disciplinary punishment to the Inspectorate General of the Ministry of Immigration and Corrections,” Rika added.

Rika conveyed the emphasis from the Minister of Immigration and Corrections, Agus Andrianto, on zero tolerance for employees who commit violations and damage the institution’s reputation. Rika then noted that since its establishment in October 2024, the Ministry of Imipas has disciplined 774 employees, with 71 of them dismissed.

“In line with the emphasis from the Minister of Immigration and Corrections and the Director General of Corrections (Mashudi), there is no mercy for anyone who commits violations, including officers,” Rika stressed.

“Because the reputation of Corrections is very important to maintain its integrity. This has been proven by the firm action against 774 Immigration and Corrections employees, with 71 of them dismissed,” Rika added.

Finally, Rika thanked the public for contributing to oversight of their performance. “Thank you for the community’s contribution in collaborating on oversight of Corrections functions,” she concluded.

The Ministry of Immigration and Corrections (Kemenimipas) is investigating allegations of the sale of sultan cells for Rp 100 million at Blitar Prison. Two prison officers are currently under internal examination.

The Inspector General of Kemen Imipas, Yan Sultra, said the examination process is ongoing, involving the collection of related evidence. The handling is carried out jointly with the internal security team (patnal) of corrections.

“For the one in Blitar, it is currently still in the examination process, meaning collecting evidence,” Yan said during a press conference at the Inspectorate General Office of Kemenimipas in South Jakarta on Wednesday (29/4).

The Director of Internal Compliance of the Directorate General of Corrections, Lilik Sujandi, added that the two officers being examined consist of one staff member and one official. Both have been recalled to the regional office to facilitate the examination process.

“Indeed, there are two of our officers, one staff and one official, whom we have recalled to the regional office to intensify the examination,” he said.

The case emerged after allegations of extortion related to providing special cells inside the prison. The amount mentioned reaches Rp 100 million.

Kemenimipas has affirmed that it will take firm action if violations are proven. The examination is conducted thoroughly to ensure whether or not deviant practices occur.

The Head of Class II B Blitar Prison, Iswandi, confirmed the news regarding the extortion of special rooms. He stated that three of his staff offered those special rooms to inmates.

The exposure of the offer began with a report from an inmate. From there, his side then conducted an investigation and it turned out to be true. Three rogue officers offered special rooms for Rp 100 million per inmate.
