Minister for State Apparatus Utilization and Bureaucratic Reform (PANRB), Rini Widyantini, once again chaired a session of the Civil Servants Consideration Agency (BPASN) on Tuesday (12/5/2026).

In this hearing, BPASN addressed 34 cases of various violations committed by civil servants (ASN), both permanent civil servants (PNS) and non-permanent civil servants (PPPK), across ministries, institutions, and local governments.

“The government is taking firm action against violations committed by ASN by imposing sanctions commensurate with the level of violation, ranging from light, moderate, to severe sanctions in the form of dismissal as ASN,” said Rini in a press release on Wednesday (13/5/2026).

Of the total 34 cases heard, violations were dominated by 10 cases of absenteeism, followed by 7 cases of integrity violations, 6 cases of marriage and divorce permissions, 5 immorality cases, 5 criminal corruption cases, and 1 case of Voluntary Resignation with Honour (PDHAPS).

This latest hearing in 2026 is a continuation of sessions that have been ongoing since the beginning of the year. BPASN hearings serve as an administrative effort in the form of objections and administrative appeals for ASN who do not accept decisions made by Personnel Development Officials (PPK) or other authorised officials.

The outcomes of BPASN decisions can strengthen, lighten, aggravate, alter, or cancel PPK decisions.

In the January-March 2026 period, there were 69 violation cases committed by ASN, both PNS and PPPK, in ministries, institutions, and local governments. The hearings were conducted in two periods.

The first period addressed 36 cases, comprising 13 disciplinary violations of absenteeism, 6 integrity violations, 6 immorality cases, and 11 criminal corruption cases. The second hearing addressed 33 cases, including 15 disciplinary violations of absenteeism, 9 immorality cases, 5 integrity violations, and 4 criminal corruption cases.

Based on the results of these two hearings, 58 cases were decided to result in dismissal from ASN status, thereby strengthening the decisions of the Personnel Development Officials (PPK).

In the first hearing period on 29 January 2026, 36 cases were discussed, with details of 13 disciplinary violations of absenteeism, 6 integrity violations, 6 immorality cases, and 11 criminal corruption cases.

The second hearing in March 2026 addressed 33 cases, comprising 15 disciplinary violations of absenteeism, 9 immorality cases, 5 integrity violations, and 4 criminal corruption cases.

Based on the results of these two hearings, 58 cases were decided to result in dismissal from ASN status, thereby strengthening the decisions of the Personnel Development Officials (PPK).

A total of 31 cases were given the sanction of Dismissal with Honour Not at Own Request (PDHTAPS). Meanwhile, 12 cases were subjected to the sanction of Termination of Employment Contract with Honour Not at Own Request (PHPK DHTAPS), and 15 cases were given Dishonourable Dismissal (PDTH).

In addition, this year’s hearings also cancelled PPK decisions for 7 cases and lightened 4 cases by imposing sanctions such as deferral of periodic salary increases for 1 year, release from position for 12 months, and demotion by one level for 12 months.

For information, since 2024 to date, BPASN has addressed a total of 399 cases. In 2024, 173 cases went through BPASN hearings, with absenteeism cases dominating appeals at 66 cases.

Other types of cases included 27 immorality cases, 25 criminal corruption cases, 35 abuse of authority/integrity violation cases, and 20 other cases. Of the 173 appeals, 2 cases were cancelled, 5 cases were lightened, and 6 cases had their decisions altered. Meanwhile, for the other 160 appeals, the BPASN hearing results strengthened the PPK Decisions.

Throughout 2025, BPASN heard 157 cases. Absenteeism cases dominated with 68 cases. In addition, there were 15 immorality cases, 14 criminal corruption cases, 18 abuse of authority/integrity violation cases, and 42 other cases.

Of the 157 appeals in 2025, 6 cases were cancelled, 19 cases were lightened, and 1 case was aggravated. For the other 131 appeals, the BPASN hearing results strengthened the PPK Decisions.
