The Indonesian Ministry of Health (Kemenkes) has condemned all forms of intimidation, bullying, and abuse of authority against healthcare workers. This stance follows the reported intimidation of Dr Eliza Princila Utami Pakaenoni, affectionately known as Doctor Icha, which preceded her death.

Dr Icha was a physician serving at Leona Kefamenanu Hospital in North Central Timor (TTU), East Nusa Tenggara (NTT). She was allegedly intimidated by two members of the TTU Regional House of Representatives (DPRD), Therenscius Lazakar and Norbertus Tubani.

The Ministry of Health expressed deep concern regarding the intimidation faced by Dr Icha, asserting that every healthcare professional has the right to protection, security, and respect while performing their duties in public service.

“There must be no intimidation, pressure, or actions that demean the dignity of healthcare workers,” stated the Head of the Bureau of Communication and Public Information at the Ministry of Health, Aji Muhawarman, in a statement on Saturday (27/06/2026).

The Ministry emphasised that intimidation and bullying against medical personnel are unjustifiable, as they not only impact the individual victim but also disrupt essential healthcare services to the community.

“Such actions cannot be justified because they can disrupt health services and have serious impacts on the psychological condition of medical personnel,” Aji explained.

Aji expressed profound condolences following Dr Icha’s passing on Friday (26/06/2026). Simultaneously, the Ministry of Health ensured that a comprehensive investigation will be conducted regarding the alleged intimidation experienced by the deceased. The investigation process will be carried out alongside relevant parties to ensure all facts are revealed objectively, transparently, and accountably.

The Ministry of Health will coordinate with local governments, professional organisations, law enforcement agencies, and hospitals to ensure legal protection and psychosocial support for healthcare workers. The Directorate General of Health Human Resources, alongside the Inspectorate General of the Ministry of Health, is currently handling the case.

The Ministry has also called upon all parties to respect the ongoing investigation and to refrain from spreading unverified information.

“Dr Icha’s dedication to serving the community will always serve as an example for the Indonesian healthcare world,” Aji concluded.
