Health Ministry: BPJS Kesehatan Premiums Unchanged During KRIS Transition

The government has officially abolished the 1, 2, and 3 class system for the national health insurance (BPJS Kesehatan) and is replacing it with the Standard Inpatient Class (KRIS). However, as of 25 July 2025, the contribution fees have not changed as the policy is being implemented in stages. Health Minister Budi Gunadi Sadikin confirmed that the KRIS implementation is proceeding gradually and the tariffs have not yet been determined. “The BPJS KRIS should have been implemented starting this year, but it is being done in stages over two years,” Budi said. He added that the premiums are likely to remain the same as they were designed with equivalent pricing. The abolition of the 1, 2, and 3 class system was formalised through Presidential Regulation Number 59 of 2024, with full implementation targeted by 30 June 2025. During the transition, the existing contribution scheme remains valid. The current premiums are as follows: For Contribution Assistance Beneficiaries (PBI), the government pays the premium. For salaried workers in government institutions, the premium is 5% of monthly salary (4% paid by the employer, 1% by the employee). For workers in state-owned enterprises, regional-owned enterprises, and the private sector, the premium is also 5% of monthly salary (4% paid by the employer, 1% by the employee). For non-salaried participants and non-workers, the premiums are Rp42,000 per person per month for Class III benefits (with a government subsidy of Rp7,000, making the actual payment Rp35,000), Rp100,000 for Class II, and Rp150,000 for Class I. For veterans, independence pioneers, and their widows or orphans, the premium is set at 5% of 45% of the base salary of a Class III/a civil servant with 14 years of service, paid by the government.
