Health Minister Budi Gunadi Sadikin has identified an anomaly in the data for Penerima Bantuan Iuran (PBI) participants in the BPJS Kesehatan health insurance programme. The Minister stated that 47,210 PBI recipients are not properly targeted, including wealthy individuals registered as beneficiaries. This was disclosed by Minister Budi during a working meeting with Commission IX of the House of Representatives (DPR RI) on Wednesday, 15 April 2026. “We have observed an anomaly where the funds we pay are not entirely allocated to the 50% poorest individuals. After consolidating data with BPS, we found that even the 10% richest people are receiving these payments,” said Minister Budi. He also jokingly admitted that Kunta Wibawa Dasa Nugraha, the Secretary General of the Ministry of Health, was once listed as a PBI BPJS Kesehatan recipient. “If I may joke a bit, Mr Kunta, my Secretary General, was in there before, right? Yes, it happened,” he said. Meanwhile, from the Pekerja Bukan Penerima Upah (PBPU) data managed by local governments (Pemda), there are 35 million inaccurately targeted participants and 20 million accurately targeted. Additionally, there are 11 million PBPU-BP Class 3 data points that are not properly targeted. “We have identified 35 million that are less accurately targeted based on BPS data. Then, for PBPU-BP Class 3, there are also 11 million that are less accurately targeted,” said Budi. On the other hand, Budi mentioned that the government plans to redirect PBI data to those who need it more. He assured that the government will integrate data to distribute PBI to rightful recipients. “So, there are some of our friends in Decile 5 who cannot yet enter PBI. It would be better if we reduce those in Decile 10, the 10% richest; we remove them and reallocate their quota to Decile 5,” he said.
