on bus drivers

The communications ministry requires bus drivers to have a
health check to ensure that they can drive passengers safely,
especially in connection with the Muslim post-fasting (Lebaran)
festivities.
Unfortunately, this health check may not be effective, given
the short time allowed, especially as public transportation
companies want their drivers to make best use of Lebaran.
Perhaps, the communications ministry should require public
transportation companies to recruit only drug-free and alcohol-
free drivers, as certified by competent officials. The ministry
will then only have to check the certificates issued by these
officials.
This will allow the ministry to deal with other, more pressing
public transportation matters.
