Head of DPR Commission III Ejects Housing Developer Representative from Jakarta Hearing for Breaking Parliamentary Rules
Jakarta — Habiburokhman, Chair of Commission III of the Indonesian House of Representatives (DPR RI), ejected a representative of a Bekasi housing developer from a public hearing at the Parliamentary Complex in Senayan, Jakarta, on Thursday (27 February 2026).
The action was taken because the developer’s representative was deemed to have violated parliamentary meeting conduct rules when asked to explain the implementation of previous hearing recommendations concerning a dispute over access to a prayer room in the housing estate.
The hearing, held to discuss follow-up actions on Commission III’s recommendation to open access to places of worship from the housing development, was attended by local government officials, police, residents, and the developer.
“We removed him because he had already violated the rules. The session chair manages parliamentary procedures, but he was trying to take control. The developer must follow the DPR’s decision,” Habiburokhman explained when justifying his firm action during the Thursday hearing.
Residents stated that on 20 November 2025, the developer submitted a formal response to the Regional Ministry of Housing, Residential Areas, and Land (Perkimtan) essentially expressing objections to opening the access point.
“Yes, the letter appears to be with Perkimtan; the formal rejection letter from HDP (the developer) is dated 20 November,” a resident representative said.
As the issue remained unresolved, residents subsequently filed complaints with village officials and wrote to the regent on 25 November 2025, seeking clarity on implementation timelines and requesting that penalties be imposed on the developer for non-compliance with the decision.
During that meeting, the residents’ representative continued, local government proposed several options, ranging from widening the perimeter fence to creating an access gate monitored by security personnel 24 hours a day.
“However, HDP remained unmoved, citing the same reasons,” the resident stated.
In response to the presentation, Habiburokhman demanded a direct explanation from the housing developer HDP’s representative.
“Please explain, sir — you were present yesterday. Why haven’t you implemented this?” he asked.
The developer’s representative claimed they were not rejecting the hearing’s conclusions but were unable to implement them due to field-level obstacles.
