Head of BSKDN Emphasises Synergy Between Central Government, Regions, and Universities
Jakarta (ANTARA) - The Head of the National Domestic Policy Strategy Agency (BSKDN) of the Ministry of Home Affairs, Yusharto Huntoyungo, has emphasised the importance of synergy between the central and regional governments, as well as strengthening the strategic role of universities, to ensure the effective, responsive, and accountable implementation of public policies.
“The Indonesian government is currently intensively implementing various national priority programmes; these will not succeed without strong integration between central-level planning and regional implementation,” Yusharto stated in his remarks in Jakarta on Tuesday.
This was conveyed by Yusharto at a national seminar themed “Bridging Regional Public Policy Gaps: Central-Regional Synchronisation, Budget Efficiency, and Strengthening Implementation Capacity to Realise Responsive and Accountable Governance,” organised by Universitas Singaperbangsa Karawang (Unsika) at the Rectorate Auditorium on the Fourth Floor of the Sopandji Building.
In his presentation, Yusharto explained that the government is currently accelerating various national priority programmes as part of efforts to realise the Golden Indonesia 2045 vision.
These programmes include strengthening food and energy resilience, improving human resource quality, inclusive economic growth, sustainable development, and poverty alleviation.
Yusharto stated that there are still several challenges in aligning central and regional policies, including suboptimal standards for policy output alignment, limitations in data quality as a basis for decision-making, and the lack of integration in policy tracking systems.
Additionally, capacity gaps between policy formulators and implementers also affect the effectiveness of field implementation.
“To address these issues, we at BSKDN are striving to become a policy hub that connects data, analysis, and policy needs at both national and regional levels,” he said.
In this context, Yusharto affirmed that universities have a strategic role as government partners, both as providers of data and scientific studies, translators of data into policy recommendations, and guardians of public policy quality.
He encouraged Unsika and other universities to actively utilise various sectoral data held by the government and to engage in applied policy research.
“Of course, we at BSKDN are opening up the widest possible space for collaboration with universities. This synergy is important so that the policies produced are not only conceptually strong but also relevant and implementable in the field,” he said.
According to him, innovation is an important instrument in improving budget efficiency while encouraging the optimisation of alternative funding sources without burdening society.
Additionally, he urged regional governments to accelerate budget realisation, creatively optimise local own-source revenue (PAD), and create a conducive investment climate to strengthen regional fiscal capacity.
Through this event, BSKDN hopes to build closer collaboration between the central government, regional governments, and universities in strengthening public policy implementation.
This synergy is expected to reduce policy gaps and promote adaptive, effective governance oriented towards community needs.
“Hopefully, through this event, Unsika can become an inseparable part of efforts to reduce gaps between the central government and regions,” he concluded.
