Hawking on toll road?

To the best of my knowledge toll roads are built for rapid
obstacle-less driving, so that users can reach their destination
safe and sound. Are hawkers now permissible on these roads? If
you use the toll road either from Jakarta, or Cibinong to Bogor,
you will find vendors hawking their merchandise -- rambutan,
durian and jack fruits.

And soon after you exit the toll gate you may even see people
-- children, young women and elderly women -- taking a bath in
the nude. You might as well park your car on the roadside, take a
rest for a while and observe the innocent bathers.

I want to know whether other toll road users have also
complained about this matter. It is important to ensure the
safety of toll road users and also maintain good manners and
ethics.

Toll road users who buy goods offered by hawkers should not
hinder the traffic flow. The interest and convenience of the
general public should always be kept in mind.
