Hashim Reveals Prabowo's Frustrations Over Programme Implementation
Presidential Special Envoy for Climate and Energy, Hashim Djojohadikusumo, said President Prabowo Subianto—also his elder brother—often confides in him. According to Hashim, Prabowo said there are government programmes with good and noble objectives, but whose implementation is less than perfect.
“We have witnessed it, no need for me to name them, but we have seen several programmes that are good but poorly implemented,” he said in remarks at the launch of the Carbon Unit Registry System (SRUK) in Jakarta on Thursday, 9 July 2026.
Hashim said his brother also confided about problems within the Indonesian government bureaucracy. However, as a younger sibling, he actually feels proud of the current state of the bureaucracy with the presence of SRUK within the carbon trading ecosystem.
SRUK is the latest national system to record, issue, track, transfer, and retire carbon units from circulation after use. The system is part of the implementation of the carbon economic value (NEK) scheme managed by the Ministry of Environment.
According to Hashim, the system provided by the central government is already flawless, but cooperation from regional governments is needed for implementation. “Domestic businesses and foreign investors have been waiting for the Indonesian government’s system,” he said.
Chair of the Board of Commissioners of the Financial Services Authority (OJK), Friderica Widyasari Dewi, said SRUK ensures transparent and credible recording of carbon units. The success of carbon trading will be determined by the integration of SRUK with the carbon exchange.
“SRUK, integrated with the carbon exchange, becomes the single source of truth for market oversight that is accurate, timely, and produces well-targeted policies,” Friderica said on the same occasion.
The system is also intended to enhance the integrity of the carbon market and guard against excessive speculation, as well as to prevent greenwashing through unilateral claims of environmental commitment.
