Hashim confident free land certification programme will boost community economy
Jakarta (ANTARA) - Chairman of the Housing Task Force Hashim Djojohadikusumo believes the free land certification programme for low-income communities (MBR) can have a positive impact on the community’s economy, as it can increase asset values to serve as capital for developing businesses.
“This is good news for our people who run businesses, MSMEs, cooperatives will also have collateral, there are assets that can be used as business capital for our people in rural and urban areas,” said Hashim in Jakarta on Friday.
He said the government is targeting the issuance of 1 million free certificates of ownership (SHM) this year for MBR who own land but do not yet have certificates.
Hashim said the provision of free land certificates will be carried out in stages. In the first year, the government targets issuing 1 million free certificates, followed by 3 million certificates in the second year and 4 million certificates in the third year.
“So this year we start with 1 million free certificates. Next year it will be followed by 3 million, and in the third year 4 million. Within 3 years the government will provide free certificates to people in Indonesia who do not yet have certificates,” he said.
Hashim confirmed that the programme has received budget approval from the government through the State Revenue and Expenditure Budget (APBN).
Previously, Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Nusron Wahid said there are three groups entitled to free housing sector certification for MBR.
The first group is people who receive housing assistance from the government. The assistance is provided through a number of ministries, with one of the largest programmes coming from the Ministry of Public Works and Housing through the Self-Help Housing Stimulant Assistance (BSPS) programme or home renovation.
“The number from 2015 to 2024 over 10 years who have received it is around 1.4 million houses. Of the 1.4 million houses, after we verified the data, those that have not been certified are 1.1 million houses,” he said in Jakarta on Tuesday (14/7).
Nusron said BSPS programme recipients as well as other home renovation programme recipients from the Ministry of Social Affairs and the Ministry of Health for tuberculosis sufferers will be the targets of the free housing sector certification programme for MBR.
The second group is people who receive the Housing Financing Liquidity Facility (FLPP) credit programme. Certification for recipients of this programme will also be provided free of charge, particularly for upgrading status from Building Use Rights (HGB) to Certificates of Ownership (SHM).
“But what we provide free of charge is for those whose Building Use Rights (HGB) have been split and upgraded to Certificates of Ownership (SHM). So if the developer’s master HGB is split into smaller HGBs, that still pays Non-Tax State Revenue (PNBP). But from the small ones that are already HGB in individual names and upgraded to SHM, that is free,” said Nusron.
The third group is independent communities, namely those who build housing independently but fall into the MBR category.
